This rolerequired candidate to permanently relocate at Dhahran, Saudi Arabia. About the Company Thiscompany engages in the exploration, production, transportation, andsale of crude oil and natural gas. It operates through the followingsegments: Upstream, Downstream, and Corporate. The Upstream segmentincludes crude oil, natural gas and natural gas liquids exploration,field development, and production. The Downstream segment focuses onrefining, logistics, power generation, and the marketing of crude oil,petroleum and petrochemical products, and related services tointernational and domestic customers. The Corporate segment offerssupporting services including human resources, finance, andinformation technology. The company was founded on May 29, 1933 and isheadquartered in Dhahran, Saudi Arabia. Responsibilities:

  • Lead theexecution of capital projects, ensuring adherence to scope, schedule,and budget.
  • Manage the team within the unit responsible forproject execution, providing guidance and directives for successfulproject completion.
  • Utilize expertise in Petrochemicalprojects to guide the team in all phases of the project.
  • Provide technical and project management oversight throughoutthe design, construction, pre-commissioning, commissioning, startup,and closeout phases of projects.
  • Ensure prompt resolution ofproject issues that arise during all project development phases.
  • Implement company initiatives within projects and divisionalbusiness processes.
  • Familiarize yourself with company KeyPerformance Indicators (KPIs) and strive to achieve them for projectswithin the division.
  • Prepare and review monthly projectperformance reports, highlighting the status of design, materialprocurement, construction, milestones, commitments, payments, charges,variances from standards, waivers, and problems, and present them tohigher management.
  • Anticipate and plan for changes in projectscope, timing, or costs, and prepare the necessary documentation formanagement approval.
  • Allocate appropriate manpower to allparts and phases of the project.
  • Ensure that each divisionemployee is assigned appropriate training and development paths.
  • Oversee and review incoming and outgoing correspondencerelated to assigned projects.
  • Maintain proper job records forall assigned projects.
  • Negotiate agreements and change orderswith design and execution contractors.
  • Guide and direct teammembers in applying This Company standards, minimizing variances fromthese standards.
  • Take responsibility for project development,including engineering studies, licensors selection, technical bidreviews, preliminary engineering, detail design, materialsprocurement, construction, pre-commissioning, handover, commissioning,startup, and project closeout.
  • Review weekly and monthlyreports on contract status, project costs, and schedule, and activelyparticipate in project meetings such as progress, stakeholders, designreview, and value improvement.
  • Review project schedules,coordinate and monitor project progress, and address underperformanceissues with contractors.
  • Uphold engineering ethics andmaintain high standards of professional behavior and conduct.
Requirements:
  • Thisrole required candidate to permanently relocate at Dhahran, SaudiArabia.
  • Hold a Bachelor's degree in Engineeringfrom a recognized and approved program, with an advanced degreepreferred.
  • Obtain a PMP, PgMP, or equivalent certification.
  • Have fifteen years of experience in the project managementfield, specializing in refining and petrochemical industries, with afocus on Petrochemicals.
  • Possess at least seven (7) years ofexperience as a Senior Project Engineer (Sr. PE) or project manager invarious project phases, including design, construction,pre-commissioning, commissioning, startup, and operation, with projectvalues ranging from $500 million to billion dollars.
  • HaveEngineering Design & Construction phase experience with a deepknowledge of engineering practices and economic principles in therelevant International Codes, Standards, and Specifications.
  • Possess a mastery understanding of international proceduresfor Projects Phases, Engineering Phases, Bidding procedures,Procurement Processes, Construction Requirements, and current BestPractices. Additionally, be familiar with This Company procedures andstandards.
  • Demonstrate a mastery understanding of contractdocuments, including appendices, drawings, and specifications, projectexecution plans, interface management, change management, constructionsequencing, standards specifications, and project schedules to supportthe Department Manager in achieving timely project completion.
  • Understand scheduling principles and recovery methods at amastery level.
  • Be highly proficient in managing cashflowdistribution in projects, resource planning and distribution, andcrisis management, with the ability to handle project issues calmly.
  • Exhibit a dynamic attitude towards driving projectimprovements and cost savings.
  • Be flexible and willing towork in multinational teams, as well as mobilize to differentlocations, including remote areas, as required.
