Job Description

Fuels Project Support and Oversight Division (FPS&OD) under Fuels Business Optimization Department is established to provide oversight and support to projects within Downstream Fuels portfolios to assure projects will be successfully delivered. This document represents the charter of FPS&OD and describes its roles and responsibilities. The division's primary function is to communicate recent performance data for active projects to Fuel management to maintain transparency for effective decision timing.

The Project Development & Execution Specialist is responsible for planning and supporting implementation of effective projects and transaction delivery. In addition Has experience in the oil/gas - Downstream mega projects like Refineries, Petrochemical & Steam Cracker along with Utilities and Offsite. Has a project control experience and Coordinate with other functional areas to ensure correct implementation of project control/business procedures and requirements.

Responsibilities

 

 

  • • Coordinates with engineering discipline lead engineers and/or task force groups to ensure on- time completion of work activities and the implementation of project control procedures.

    • Reviews and closely monitors project schedule and costs.

    • Provide project oversight, control and Value Improvement Practices

    • Meet services requirements to support the development and execution of Saudi Aramco Affiliative projects.

    • Provide consultation and support services related to project management such as but not limited to cost estimating services, scheduling, best practices solutions, claim analysis, procurement, benchmarking and overseeing and reporting the healthiness of the projects that in developments and executions stages.

    • Performs analysis on the negotiation strategy development and execution.

    • Supports in the technical development and economic justification of capital programs, and alternatives to proposed capital projects.

    • Support in the business plan and other related activities.

    • Risk Management & Controls through reviewing risk registers & mitigation strategies.

 

Education & Experience Requirements

• 10-15Work Experience & B. Sc Engineering Degree. preferable Master's degree in Engineering.

• Has experience in the oil/gas, hydrocarbon, refinery, offshore, or infrastructure industries and has project engineering experience on large to mega projects.

• Must have thorough knowledge of project engineering practices, design details, international codes and standards, procedures, and specifications.

• Has a capability to enhance benchmarking database from cost and industry perspective.

• Experience in developing procurement / contracting strategy and plan.

• Certified Project Management Institute as PMP or PMI-SP & (AACEI) Advanced Association of Cost Engineer.

• Good grasp of international business and cross-cultural professional practices.

• Lead project management documents pertaining to Front End Engineering Phases - Business Cases / Feasibility (FEL-1), Pre-FEED (FEL-2), FEED (FEL-3) and EPC Execution Phase.

• Provide needed support for projects in progress at various phases including preparation of project management procedures, governance, Bids Evaluations, cost estimating services, scheduling and value improving practices.

• Experience on modularization & stick built construction processes

• Efficient communication and presentation skills and has a soft skills on Microsoft Office (Excel, Word, Power-point).

• Risk Management & Controls through reviewing risk registers & mitigation strategies.
