Technical Manager (Architecture) (Public Enterprise) Client Description: Well-established public enterprise. Job Description:

1. Assist in establishing an architecture framework of data, application, technology policies, principles, standards and guidelines, and facilitates their adoption around the following domain: Fixed Odds Wagering / Pari-mutuel Wagering / Customer sales channel systems including e-Commerce and EPOS / Testing / Deployment architecture.
2. Participate in designing solutions for software application, data management and systems integration of the Strategic Programme.
3. Participate in conducting feasibility studies, proof-of-concept and prototyping of new business enabling technology as well as the RFP for implementing the technologies.
4. Ensure alignment of architected solution against business requirements and system design by working closely with business and delivery teams.
5. Assist in the resolution of technically complex, cross-system or long-term issues that impact business operations.

1. Bachelor's degree in Computer Science, Engineering, or related discipline. Post-graduate degree in technical or business fields is desirable.
2. 10 years of technical/architectural experience gained in the development of major systems and/or enterprise architecture.
3. 5 years of experience in real-time/online transaction system design and development.
4. 4 years of experience in designing applications with high scalability, throughput, fault tolerance, recoverability and maintainability.
5. Wagering system experience is definitely a plus but not essential.
6. Good knowledge of the wagering industry.
7. Good knowledge of e-commerce solutions and security technology.
8. English proficiency (verbal and written).
9. Knowledge in: Architecture Framework / Application, Technology and Data Architecture / Message Based System Integration and integration patterns / Network infrastructure design concepts.
10. Good experience in either C#, C++, or Java.
11. Good experience in Windows platform and/or Linux platform.
12. Entity Relationship Modelling is a plus.
