The Project Manager for Bulk Material Handling at a port terminal is responsible for overseeing the planning, design, implementation, and management of bulk material handling projects within the terminal, including managing EPC (Engineering, Procurement, and Construction) contracts. This role involves leading a multidisciplinary team, ensuring safety and regulatory compliance, and optimizing operational efficiencies related to bulk cargo handling. The Project Manager will work closely with terminal staff, external contractors, equipment suppliers, and the appointed Owner's Engineer/Consultant to ensure that projects are delivered on time, within budget, and to the highest standards of quality. The Project Manager reports to the Engineering Senior Manager.

Responsibilities

  • Develop comprehensive project plans, including timelines, resource allocation, cost estimates, and risk management strategies, with a focus on bulk material handling systems.
  • Work closely with the appointed Consultant/Owner's Engineer to develop the required engineering and Front-End Engineering Design (FEED) studies.
  • Oversee the execution of EPC contracts, ensuring that engineering, procurement, and construction activities are effectively coordinated.
  • Ensure the procurement process aligns with project objectives, timelines, and budgets, overseeing vendor selection and contract negotiations.
  • Monitor the design, installation, and commissioning of bulk material handling infrastructure such as conveyors, cranes, ship loaders/unloaders, stackers, reclaimers, silos, and related systems.
  • Conduct feasibility studies and perform due diligence on project potential and logistical considerations.
  • Lead the negotiation, preparation, and management of EPC contracts, ensuring alignment with project scope, specifications, and timelines.
  • Monitor the performance of EPC contractors to ensure compliance with contractual terms, quality standards, and project schedules.
  • Manage risk mitigation strategies and dispute resolution processes related to EPC contracts.
  • Review contractor deliverables (designs, engineering reports, procurement progress, construction milestones) and ensure timely approvals.
  • Track and manage project cost against EPC contract budgets, ensuring cost control and effective management of contract variations or changes.
  • Facilitate regular contract review meetings to assess compliance and performance against project objectives.
  • Lead and manage cross-functional project teams comprising engineers, technicians, safety officers, procurement specialists, and other internal resources.
  • Coordinate and communicate effectively with EPC contractors, subcontractors, vendors, stakeholders, and the appointed Owner's Engineer/Consultant to ensure smooth project execution.
  • Conduct regular project meetings to track milestones and resolve issues or delays promptly.
  • Provide leadership and guidance to project team members, ensuring alignment with project goals and organizational values.
  • Foster a culture of collaboration, innovation, and accountability within project teams.
  • Ensure all bulk material handling activities comply with relevant safety standards, port regulations, and environmental laws.
  • Enforce strict adherence to health and safety protocols during all phases of the project, especially within the EPC framework.
  • Oversee regular site inspections, hazard assessments, and ensure compliance with the project's environmental and safety management plans.
  • Promote safety training and awareness programs for project staff and contractors.
  • Serve as the primary liaison between senior management, EPC contractors, regulatory authorities, and other stakeholders.
  • Provide regular updates to senior leadership on project progress, risks, and mitigation measures, with clear reporting on EPC contractor performance.
  • Address concerns from stakeholders promptly, adjusting project scope or strategies when necessary.
  • Build and maintain strong relationships with stakeholders to foster collaboration and support project objectives.
  • Develop and manage the project budget, ensuring adherence to financial constraints and identifying opportunities for cost savings without compromising quality.
  • Approve invoices and manage financial reporting in relation to EPC contractors and vendors.
  • Manage budget variations or changes resulting from contract modifications or scope adjustments within the EPC framework.
  • Conduct financial analysis and reporting to assess project profitability and performance.
  • Proactively identify risks associated with project timelines, budgets, quality, and EPC contract management.
  • Develop and implement risk mitigation strategies and action plans, including handling change orders and contract amendments.
  • Lead the resolution of any technical, contractual, or logistical issues that arise during the project.
  • Foster a proactive environment for identifying and addressing potential challenges.
  • Conduct post-project reviews and evaluations, documenting lessons learned, identifying opportunities for improvement in bulk material handling processes and EPC contract management.
  • Develop best practices and contribute to improving future bulk material handling projects and EPC contract processes.

Qualifications

  • Minimum of a Bachelor’s degree in Engineering (preferably in Mechanical, Civil, Electrical, or a related field).
  • Ability to communicate in English (Speaking/Reading/Writing).
  • Any additional languages would be deemed an advantage.
  • Minimum 8 years of experience in a management position.
  • Familiarity with relevant industry standards, safety regulations, and compliance requirements.
  • Strong understanding of bulk material handling systems and EPC project processes.
