Job Summary: The role is responsible for supervising, managing and motivating a team and providing appropriate support and guidance. (Reporting function: Pace HSSE staff report directly to HSE function and indirectly to their site Project Manager (Project Director and or Resident Engineer) Responsibilities:

In conjunction with Pace HSSE Director/Manager, provide leadership and advice on all HSSE related matters. Assist Pace Project Director/Resident Engineer with the day-to-day HSSE operations of Paceteam.
Drive the education of related Pace HSSE management system documentation with Pace site employees. Oversee contractor building and road safety strategies and HSSE programs.
Verification of contractor HSSE closeout actions with identified hazards.
Escalation of noncompliance with sites HSSE program in accordance with contract documents, and all other related requirements, i.e., SVN, correspondence, etc.
Facilitate and document all aspects of formal HSSE assessments/risk assessments and collect required evidence to verify and validate the successful implementation of HSSE risk controls.
Drive continuous improvement via regular HSSE inspections and trend analysis to better enable Pace to meet its legal and contractual requirements. Identify and determine the necessary HSSE measures to be placed on site as preparedness to any potential emergency.
Produce project HSSE statistics and KPI information.
Confirm all incidents are investigated thoroughly with determination of the correct root causes and corrective and preventative actions. Hold regular project HSSE meetings to focus on compliance and continuous improvement.
Promote internal project HSSE awareness through regular training sessions.
Remain up to date on HSSE regulations and actively network with other safety professionals.
Assist with client with all aspects of project HSSE.
Incorporate all HSE data collected from HSE site inspections, emergency preparedness and response in the monthly HSE report.
Prepare internal / external HSSE reports.

Requirements:

Bachelor's degree in Engineering or Occupational Safety and Health or similar.
Experience having worked with reputable Engineering Firms, preferably consulting firms. Knowledge of all relevant Safety and Environmental Rules and Regulations.
10 years + experience.
NEBOSH / IOSH / IASP / OSHA certified.

Professional Experience:

Experience in HSSE with respect to construction contract management. Risk Management competencies and experience.
Change Management competencies and experience.
Conflict Resolution competencies and experience.
Strong experience in understanding Middle East health, safety, security and environment legislation. Excellent Risk Assessment / analysis skills.
Demonstrate experience in strong communication both written and verbal.
Demonstrated experience in developing and managing building and traffic safety. Strong understanding of relevant HSSE legislation and technical standards.
Strong experience with ISO and other types of external certifications. Leading and Managing small or large HSE Policy/Procedure Development & Implementation.

Skills:

Strong knowledge in Risk Assessment & Job Safety Analysis.
Exemplary understanding of Western and Middle East OHS&E requirements. Working efficiently with all levels of any workforce.
Robust Communication with all Stakeholders. Multi-tasking & Meeting Deadlines.
Risk Management & Audits.
Exceeding KPI’s and Targets. Leading Wellbeing Programs.
Advanced level Microsoft applications. Conducting Workshops and Training. Strong Cultural & Behavioral Awareness.
Demonstrated high level communication (oral and written), negotiation, liaison and representation skills and a demonstrated ability to consistently display high quality customer service principles.
Change Management and conflict resolution skills.
