- Provide guidance and oversight of the programme management objectives
- Provide leadership and oversight of the governance, communication and engagement finance and budget, monitoring and evaluation, risk management and reporting for the Polynesian Health Corridors Programme
- Lead the development, planning, reporting, monitoring, and delivery of objectives within the Programme Management team
- Develop and manage the pillar budget including all expenditure, invoices, filing, reporting against the programme budget
- Provide oversight and management of the Programme procurement and contracts for service process
- Responsible for the high quality and timely delivery of outputs for ministerial servicing matters, including OIAs
- Provide leadership and oversight for the provision of high-quality advice to senior managers, officials, agencies and Ministers on the Polynesian Health Corridors programme
- Lead and support the pastoral and development needs of the pillar, ensuring the appropriate capacity and capability for the group as a whole to contribute to the Polynesian Health Corridors work programme and priorities
- Provide advice and support to the Programme Manager, Polynesian Health Corridors and the Group Manager, Global Health to enable them to provide senior leadership for the programme (including the relationship with Polynesian countries and counterparts at the Ministry of Foreign Affairs and Trade)
- Tertiary qualification in international development, programme management, monitoring and evaluation, financial management or relevant field
- Ability to take complex information and synthesise into key messages for relevant audiences and in a way which supports the values of the Programme and of the Ministry
- Previous successful experience in collaborating and brokering with multiple other stakeholders to achieve positive outcomes
- Previous experience in mentoring a team, leading team sessions, and working collaboratively to achieve outcomes
- Financial literacy, with senior experience and qualifications in financial management and experience in managing programme finances
- Familiarity and experience with Polynesian countries' health and development issues and the connections to Pasifika communities in New Zealand
- Knowledge and experience of the machinery of Government
- Strong knowledge of international development, development programmes and principles
