Job Title: Proposal Manager Location: Gurugram (Remote)Job Type: Full-TimeOverview:Serigor Inc is a Maryland based, CMMI L3, Woman Owned Small Business (WOSB) specializing in IT Services, IT Staff Augmentation, Government Solutions and Global Delivery. We are seeking a highly skilled and experienced Proposal Manager with expertise in managing proposals for U.S. General Services Administration (GSA) contracts. The Proposal Manager will be responsible for overseeing the preparation, coordination, and submission of complex proposals, particularly those responding to GSA solicitations, task orders, and requests for quotations (RFQs). The ideal candidate will possess deep knowledge of GSA procurement processes, regulations, and best practices, as well as a proven ability to lead proposal teams and ensure compliance with client requirements.Key Responsibilities:Proposal Strategy & Planning:Lead proposal development efforts, ensuring that GSA-based proposals are aligned with client requirements and meet all federal regulations, including FAR, GSA Schedules, and GSA Order guidance.Analyze RFPs, RFQs, and GSA Schedules to develop a win strategy and outline a proposal plan.Collaborate with Business Development and Capture Managers to define competitive strategies and themes for each proposal.Proposal Management & Coordination:Manage the proposal process from inception to submission, ensuring deadlines are met and quality standards are adhered to.Coordinate with internal teams (technical, pricing, legal, and contracts) to gather inputs for proposal sections and ensure consistency across documents.Provide guidance to technical writers, subject matter experts (SMEs), and proposal contributors to develop compliant and compelling content.Oversee the development of compliance matrices, proposal outlines, and proposal templates tailored to GSA requirements.Compliance & Quality Assurance:Ensure all proposals comply with GSA policies, FAR, and other federal contracting requirements.Review and edit proposal content for clarity, consistency, and compliance with GSA solicitation guidelines.Perform detailed compliance checks and quality reviews of draft and final proposals.Proposal Writing & Editing:Lead the creation and editing of key proposal sections such as technical volumes, management volumes, past performance, and cost/price proposals.Collaborate with SMEs and stakeholders to develop tailored solutions and unique value propositions for GSA opportunities.Client Liaison & Communication:Serve as the primary point of contact with the client (GSA) during the proposal phase, ensuring all queries are addressed and the proposal is responsive to client needs.Work closely with the Business Development and Sales teams to ensure the proposal messaging and solution are in line with business goals.Post-Submission Activities:Assist in responding to any clarifications or requests for additional information post-submission.Track and report proposal performance and win/loss analysis.Continuous Improvement:Analyze proposal outcomes and provide feedback to improve future proposals and processes.Stay current on GSA changes, regulations, and best practices to enhance proposal management strategies.Qualifications:Education: Bachelor's degree in Business Administration, Communications, or related field (Master's degree preferred).Experience:Minimum of 5-7 years of experience in proposal management, with at least 3 years of experience managing proposals for GSA contracts and federal procurements.Deep understanding of GSA Schedules (e.g., GSA Schedule 70, GSA Schedule 84), GSA eBuy, and GSA Task Order processes.Proven experience managing large, complex proposals, including technical and cost/price volumes, for U.S. federal government contracts.Skills:Expertise in GSA solicitation documents, FAR, and federal contracting regulations.Strong project management and organizational skills, with the ability to handle multiple proposals simultaneously under tight deadlines.Excellent writing, editing, and communication skills.Ability to lead and collaborate with cross-functional teams.Proficient in proposal management tools (e.g., ProposalTech, Qvidian, SharePoint, Microsoft Office Suite).Preferred Qualifications:Experience with GSA's new contracting initiatives and systems (e.g., GSA's One Acquisition Solution for Integrated Services (OASIS)).Familiarity with pricing strategies for GSA Schedule contracts and task orders.APMP or similar certifications are a plus.
