KEY RESPONSIBILITIES Act as a key liaison between business stakeholders and IT teams, ensuring that technology solutions align with business objectives. One of such objectives is to support integrated resource planning wherein A*STAR’s key resources can be managed in a holistic, coherent, and efficient manner. Collaborate with various stakeholders across A*STAR, leveraging the ability to understand business processes, identify key requirements, and translate them into technical specifications that inform the development or enhancement of IT systems and solutions. Oversee the project lifecycle, ensuring IT solutions are developed and implemented in alignment with business specifications, on schedule, and within budget. Collaborate with IT teams and vendors to design and evaluate technology solutions that align with business requirements, assessing various technology options and providing recommendations based on business goals, cost, feasibility, and scalability. Assist in developing functional specifications and user stories for the development or enhancement of systems, ensuring the solutions meet both business and technical needs. Support change management by identifying process improvements and recommending technology solutions that enhance business performance. Monitor and assess system performance post-implementation, gathering feedback to drive continuous improvements. Develop clear documentation for business requirements, functional specifications, and project progress, while creating reports and dashboards to track project milestones, risks, and outcomes, ensuring stakeholders are well-informed. Identify potential risks, such as scope creep or resource constraints, and work with relevant teams to mitigate these risks. Ensure that IT systems and solutions comply with organizational policies, industry standards, and legal or regulatory requirements. Collaborate with IT teams, DTID, and other A*STAR entities to support the front-end planning, implementation, and continuous improvement of new IT systems, digital solutions, and significant updates to existing systems, ensuring these solutions are sustainable, interoperable, and resilient in line with A*STAR’s evolving organizational and operational needs. JOB REQUIREMENTS Know-how and experience in IT project management and IT planning/lifecycle management. Technical knowledge of IT systems, applications, and software development processes. Familiarity with project management methodologies (e.g., Agile, Waterfall) is often required. Working knowledge of IT disaster recovery and business continuity planning. At least 5 to 8 years of relevant experience. Strong writing and verbal communication skills. Ability to manage various stakeholders and work with multi-disciplinary teams to deliver results effectively and efficiently.
