Job SummaryLocated in the nation's capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. OAG enforces the District's laws, works to protect and defend D.C. residents, and provides the highest level of independent legal advice and guidance to District of Columbia government agencies. This position is located in the Conciliation Unit of the Child Support Services Division.The Child Support Services Division (CSSD) of the Office of the Attorney General for the District of Columbia is seeking a Supervisory Trial Attorney for its Conciliation Unit. CSSD administers the district's child support services program that includes locating non-custodial parents, establishing legal parentage, establishing support orders, enforcing legal support obligations including medical support, and modifying support orders. The Division is also responsible for the State Disbursement Unit that processes all child support payment collections and disbursements.Duties And ResponsibilitiesThe incumbent works under the general supervision of the CSSD Director and Deputy Director and works in collaboration with the Division's Section Chiefs and Unit Managers.The incumbent serves as a Supervisory Attorney and oversees the daily operations of the Conciliation Unit. Establishes objectives and performance goals and assesses the effectiveness of operations. Participates in planning, developing, and instituting short- and long-term plans and work projects. Makes recommendations for modifications to office policies, procedures, work processes, and methods. Integrates new methods consistent with sound management principles and high-efficiency performance levels.Provides legal services and advice through subordinate legal staff and personally, when appropriate. Ensures that legal matters are handled in a professional and timely manner. Is responsible for analyzing and overseeing strategies used in legal matters. In addition, personally manages Unit staff and provides direct supervision to attorneys assigned to cases and other legal matters that are difficult and unusual in character and complexity or because of the importance of the legal principles to be developed and maintained.Reviews decisions of the U.S. District Court, the Superior Court of the District of Columbia, and other tribunals in cases assigned to the Unit. Makes recommendations to the Director and Deputy Director concerning which cases should be appealed.Plans, coordinates, and administers operations through subordinate staff engaged in the performance of functional responsibilities. Devises and implements feedback systems, performance measures, and benchmarks to assure adequate performance and successful goal achievement. Identifies barriers to quality legal services; designs effective strategies to resolve issues, and implements corrective actions.Assists in devising a system of controls and keeps carefully documented records. Implements a computer-based system to manage records and generate narrative and statistical reports, graphs, charts, etc.Represents the Attorney General, the Chief Deputy Attorney General, the CSSD Director, and/or the Deputy Director at meetings and conferences and ensures that their views are accurately reflected and interpreted.Performs other related duties as assigned.Qualifications And EducationIncumbent must have a Juris Doctor (J.D.) from an American Bar Associated (ABA) accredited law school at the time of appointment.The candidate must also have considerable prior experience handling complex Child Support litigation. Prior managerial experience is preferred.Licenses and CertificationsThe incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Supervisory Service shall remain a member in good standing of the District of Columbia Bar and be admitted to practice in the U.S. District Court for the District of Columbia during his/her employment in the Legal Supervisory Service. If not currently a member of the District of the Columbia Bar, prior to appointment, the successful candidate must send proof that his/her completed District of Columbia Bar application has been submitted to the District of Columbia Bar.Working Conditions/ EnvironmentWork is primarily performed in an office setting.
