The company was founded on May 29 1933 andis headquartered in Dhahran Saudi Arabia.Job Summary We areseeking an experienced Engineer who is specialized inInstrumentation & Process Control to join our ProjectManagement team (PMT). This Company Project Management Teams areresponsible and accountable for the delivery of best in classcapital projects. PMT is directly involved in executing andmanaging assigned projects safely on schedule within budget and tothe highest standards of integrity and compliance. This willinvolve engineering design procurement and construction of varioussizes ($) types and complexity of small medium tomultibilliondollar mega projects. Project Management Team managesand executes projects usually from multiple site offices orengineering contractor design offices geographically scatteredthroughout the Kingdom of Saudi Arabia. The primary role is toensure that engineering design procurement construction and projectcompletion is done in compliance with the project objective andcontractual requirements i.e. project schedule cost HSE companystandards and procedures. The role also involves review studydesign and construction of grass root and brown field refining andpetrochemical facilities.Responsibilities: Execute capital projects according to thescope schedule and budget. Perform complextechnical and administrative tasks relative to the design andcoordination of specialized controls and instrumentationsystems. Provide technical input and review ofthe design construction precommissioning commissioning and startupof facilities. Address technical issuesarising in all phases of the project development related toInstrumentation & Process Control parts of thefacilities. Responsible for projectdevelopment: engineering studies technical bid reviews preliminaryengineering detail designs materials procurement constructionprecommissioning handover commissioning and startup.Review and provide input to the Functional Specificationfor PCS and Field Instrumentation that fully comply with ThisCompany standards and specifications. ManageGeneral Engineering Services (GES) design contractor activitiesduring the development of PreFEED & FEED including definitionof project work scope and schedule requirements.Development of a detailed estimate leading to fundingappropriation and approval. Be familiar withinternational procedures of Projects Phases Engineering PhasesBidding procedures Procurement Processes Construction Requirementsand uptodate Best Practices. Fullunderstanding of contract documents (inclusive of appendicesdrawings and specifications) project execution plan interfacemanagement change management construction sequencing standardsspecifications and project schedule to support project managerand/or company representative in timely completion ofprojects. Review and resolve daytodaycontractors activities related to assigned project (process) workduring construction and ensure HSE compliance.Participate in developing Instrumentation & ProcessControl deliverables and others such as BDs SLDs P&IDs ILDsISDs ISS C&E diagrams HAZID HAZOP SIL simulations controlnarrative energy optimization startup plans etc.Provide design input in the identification sizingselection and procurement of field instrumentation includingcontrol valves. Attend Factory Acceptance Test(FAT) of the Process Control System and resolve any technical issueprior to shipment to the site. Conduct SiteAcceptance Test (SAT) and Integration Site Acceptance Test (ISAT)for all Process Control System and resolve any technical issuesthat arise. Perform change order scopedefinition cost estimation and assist the Project Manager orCompany representative in the change management process.Review weekly and monthly reports on the status andprogress of the contracts including project costs and schedule.Attend project meetings e.g. progress stakeholders design reviewplot plan value improvement. Review theproject schedule coordinate and monitor the assigned projectprogress and challenge belowpar performance of thecontractor. Review coordinate and monitorinvoices (claimed vs actual physical progress checks) andcontractors submittals. Perform ProjectReporting and implementation of company initiatives during projectexecution. Review design/study Instrumentation& Process Control modifications to the facilities.Provide routine Instrumentation & Process Control(design and construction) support to facilities.Develop and/or review testing and commissioningprocedures for Instrumentation & Process Control equipmentespecially in the facilities. Be familiar withleading equipment manufacturers/vendors international standards andvalue improvement practices. Develop anddeliver training material to promote environmental awareness amongrefinery personnel. Requirements: This role required candidate topermanently relocate at Dhahran SaudiArabia. Hold a Bachelors Degreein Electrical/Electronics/Instrumentation Engineering from arecognized and approved program. Have aminimum of Fifteen (15) years of experience in the refining andpetrochemical industries with a specialty in Instrumentation &Process Control. Have at least five (5) yearsof field experience in construction precommissioning commissioningstartup and operation. Possess EngineeringDesign & Construction phase experience with a thoroughknowledge of engineering practices and economic principles in theapplicable International Codes Standards andSpecifications. Have expertise in specificcontrol & instrumentation disciplines such as Advanced processcontrol (APC) Distributed control systems (DCS) Programmable logiccontrollers (PLC) Supervisory control and data acquisition (SCADA)Emergency shutdown system (ESD) and more.Demonstrate a dynamic attitude towards projectimprovements and savings. PMP Certification isdesirable but not mandatory. Be flexible towork in multinational teams and mobilize to different locationsincluding remote areas as needed.
