About the Role The Senior Regional Public Transport Officer sits within the Public Transport division and is responsible for ensuring effective and robust management of the regional public transport and school bus service contracts.

The role will provide authoritative advice to senior stakeholders on regional bus service compliance and contractual issues in relation to the service contracts broadly, with a focus on outcomes that achieve value for money for the State and improve transport user experience.

The Senior Regional Public Transport Officer will be a key representative of the Department's Bus Services Team and will interface with a broad range of stakeholders including but not limited to, the Department of Education, Schools, Local Government Authorities, third party contractors, other Government Departments and with various other divisions within DTP across a diverse range of operational, contractual and customer facing issues.

The role will require extensive experience with commercial and contract management methodologies and practices to manage contractual risks and strong influencing skills to obtain favourable outcomes in a complex and challenging environment.

The role is responsible for the coordination and contribution to the operation and network design of the free school bus scheme in accordance with Department of Education (DE) guidelines, as well as contributing to policies in this area.

• Effective Contract Management - Ensured effective management of the various agreements that support bus operations including Regional Bus Service Contracts, School Bus Service Contracts, and associated Transaction Documents. Ensured DTP compliance with requirements of these agreements and relevant legislation.

• Stakeholder Management - Developed and maintained constructive relationships with key internal and external senior stakeholders and negotiated at senior levels to support contract management initiatives and identified and mitigated contractual risks.

• Commercial Communications - Assisted in the negotiation and resolution of commercial issues with the operators and stakeholders as they arise and prepared detailed analysis and advice on complex commercial matters and politically sensitive issues for senior level Department decision making.

• Continuous Improvement - Supported continuous improvement initiatives and proactively sought opportunities to improve passenger outcomes and value for money outcomes for the State.

• Emergency Management - Provided excellent support and guidance in the delivery of Bus operations - crisis and emergency management, processes, procedures, and governance.

Demonstrates Customer Focus by tailoring services to customer requirements, effectively managing risks to service delivery.

Possesses Business and Commercial Acumen, maximizing value in business cases and service delivery agreements through informed expenditure decisions and risk management.

Skilled in Influence and Persuasion, gains agreement to proposals, secures buy-in through indirect influence, and enlists expert support for successful outcomes.

Personal Attributes On a personal level the candidate will possess resilience involving giving honest feedback, embracing criticism constructively, and communicating opinions confidently.

Demonstrates flexibility by adapting to changing priorities and collaborating effectively with external teams. Displays collaborative skills by fostering a supportive team environment, sharing information across teams, and providing support in challenging situations.

Qualifications and Experience Mandatory • A relevant tertiary qualification; or extensive experience in a relevant field.

• Experience in complex operational environments and / or project environments.

• Practical knowledge of the Victorian bus industry and a thorough understanding of the extent of supplier capabilities to deliver on their performance requirements.

Role Requirements • This position may involve occasional overnight travel and regular work away from the office.
