One of our prestigious clients in Kingdom of Saudi Arabia is looking to hire Proposal Engineer Ships, with 6 to 8 years of experience alligning to the shipbuilding or oil and gas industry who will be responsible for but not limited to:Job OverviewThe Proposal Engineer role is to ensure successful proposal delivery to Clients. They act as a catalyst between the relevant functional groups to ensure pre contract compliance, commercial integrity, timely delivery, maximization of the company's return and an effective handover.Key Accountabilites ReviewInvitation-To-Tender (ITT) Document Package of assigned bids for newbuild shipopportunities. Registrationof the new opportunity in the IFS. CreateSharePoint folder on the company server for the collation of ITT / RFQ documents Analyze thecontent and the entirety of tender document package including attachmentrelating to individual work scopes. Distributionof the Tender documentation to various disciplines within the organization forreview. Developmentof Tender Assist Register (TAR) and distribution of the Tender documents tovarious disciplines within the organization for technical inputs. Preparingproposal timelines and produce / communicate / monitor proposal action plan todrive opportunity through a structured, robust work winning process inconjunction with the Division Head New Ships P&E. Be the focalpoint with external stakeholders making sure they prioritize the proposalsworkload to meet the proposal schedule Consolidateinputs received from various departments to prepare pre-bid technical andcommercial clarifications for client. Coordinationwith relevant departments within the organization for inputs required in thebid. Information such as but not limited to MTOs, equipment and materialpricing, manhour requirement, project schedule, PMT, and all relevantinformation as required in the tender specifications shall be made availableduring the tender process. Generate adetailed and itemized listing of required work or tasks in Work BreakdownStructure (WBS) order as per bid requirement. Consolidationof all inputs collated from internal and external stakeholders required todeliver, the proposal. Prepare aneffective handover package to projects team upon contract award. Prepare andsubmit Techno- Commercial proposals for Newbuild Ship, attending Clientclarifications, Contract Negotiations in Pre & Post award stage of theBids/Project. Workproactively in the continuous improvement of company proposal templates andproposal processes. Complyingwith Health, Safety and Environmental policies and procedures and compliancewith all audits and inspections Participateand provide value input during Tender Review process including inputs onnumbers, the proposed work package, tender qualifications and exclusions, andgeneral terms and conditions. Handover ofcomplete bid package to Operations when project opportunity is awarded. Thisincludes preparation of budget with allocation for labour cost, equipment andmaterials cost, sub-contractor, miscellaneous and all related costs requiredduring execution of the project. Perform otherfunctions as instructed by the Division Head New Ships P&E. Understandingof current market prices and competition within the region. Adjustment of ratesto be offered if deemed necessary, due to commercial competitiveness, should beconsulted, and agreed to by the GM Proposals and Estimation. Perform costestimates reviews in conjunction with the Senior Estimator and have the abilityto challenge. Participateand provide value input on the proposal strategy being prepared by the proposalteam including inputs on the proposed scope of work, terms and conditions, andeffective tender qualifications and exclusions. Review majorrisk allocation issues with the Proposal team to ensure alignment ofunderstanding. Participatein bid phase risk assessments and provide strategic input on risk elimination,risk allocation, risk reduction and risk mitigation. Proactivelyassist in providing recommendations to mitigate project risks. Attend RiskRegister reviews.QualificationsBachelors degree in Naval Architecture & Marine Engineering, Mechanical Engineering, Electrical Engineering (or equivalent).6 to 8 years of relevant experience.Technical Certifications in the related field.
