THE ORGANIZATIONLocated north and slightly west of Edmonton in the province of Alberta, the Municipal District of Lesser Slave River #124 consists of 10,076sq kms (www.mdlsr.ca ).

Within the boundaries of the Municipal District (MD) are 7 Hamlets and the Town of Slave Lake. The MD alone has just over 3,000 residents and maintains 699 kms of road (27km paved / 672km gravel), and 49 bridges. The MD either directly manages, co-manages, or supports an array of recreation experiences, community facilities, emergency services, transportation, infrastructure, and public works. The industry of the region consists mainly of oil and gas, agriculture, forestry, tourism and variety of retail, professional and commercial business services.

Within and adjacent to the Town of Slave Lake are a regional hospital, 2 school districts, Northern Lakes College, equine centre, daycare centre, baseball diamonds, 18 hole golf course, and a Transport Canada certified airport. Signature to the Municipal District is the Lesser Slave Lake covering 1,160 sq kms, and is the second largest lake in Alberta. The region falls within the boreal forest maintaining a variety of wildlife and environmental wonders. Contributing to the heritage and economy of the region are a number of First Nation and Metis Settlement communities within and adjacent to the Municipal District.

THE POSITIONAfter 17 yrs, the current Chief Administrative Officer (CAO) has announced his retirement. In terms of governance, the MD is comprised of 7 elected Officials. The MD also participates in a Tri-Council collaboration with the Town of Slave Lake and the Sawridge First Nation.

RESPONSIBILITIESThe Chief Administrative Officer (CAO) reports to council and is responsible for guiding the overall operations, directives and delivery of the affairs of the MD.

Continually monitors the external and internal environment for opportunities, threats, strengths and weaknesses in response to emerging events for potential policy, service and strategic directions.

Monitors, advises and reports to Council on measures of sustainability for the organization both financially and economically as well as on legislative, environmental, social and governance factors.

Provides in-depth analyses, options, and preferred alternatives for Council consideration via written briefing, in respect to issues concerning the Municipal District, attends meetings as required.

Prepares implementation actions following Council direction.

Directs the execution and safe keeping of all documents, agreements or contracts approved by Council.

Responsible for monitoring the performance and continuous improvement of MD operations including the performance of Directors and direct reports.

Coordinates the provision of external services (e.g. legal, audit, consulting) to the Municipal District.

Makes visits on a regular basis to Municipal District facilities, sites and communities for understanding, visibility and engagement.

Directs the development of budgets and establishment of financial controls. Works with the Director of Finance in coordinating budget information and assists Department Heads in preparing their budget estimates through timely advice.

Tracks revenues and expenditures per Council approved budget; ensure risks are managed and assets are safeguarded.

Coordinates long-term land-use, economic development, financial, and capital planning.

Liaison between industry, developers and Council.

Responsible for the implementation of the FOIP requirements per legislation.

Acts as Director of Emergency Management.

Ensure statutory requirements are met in accordance to the municipal government and other legislative reporting is completed.

Ensures own professional development.

Performs other related duties as may be requested by Council or required by bylaw, order, statute or regulation.

QUALIFICATIONSPost Secondary education (degree, diploma, or certificate) is an asset.

Prior municipal leadership experience or an equivalent combination from another sector may be considered.

Completion or currently enrolled in Local Government Management program(s) such as CLGM, NACLAA, or LGA would be an asset.

Completion of provincial emergency management certifications within legislated timelines would be an asset.

A minimum of five (5) years of progressive leadership experience.

Experience with or relevant exposure to the Alberta Municipal Government Act is desired.

Experience working with a Governance Board or Council is preferred.

Demonstrated management experience with financial and budgeting processes, strategic planning, government and people relations, negotiations, communications, conflict resolution, and capital works and infrastructure.

Experience in capital and strategic planning.

Functional computer literacy and Microsoft Office skills.

Proven interpersonal and communication abilities.

COMPENSATIONCompensation will be commensurate upon experience and skills, consisting of an annual salary plus benefits. Relocation support is negotiable and provided.
