NPS Training Manager (NPSTM) Grade: 12 Location: Jubail, Saudi Arabia JOB PURPOSE BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Naval Forces ships and train RSNF personnel safely in a training environment in how to use their ships and equipment. The post holder is responsible for providing leadership to the delivery of Naval Professional Studies (NPS) across the whole of KFNA The post holder is the singular Subject Matter Expert (SME) for all matters related to the detail surrounding NPS training delivery with the PC and RSNF. JOB ACCOUNTABILITIES The post holder is responsible for: · Naval Professional Studies across KFNA, ensuring it is developed and delivered to plan and quality to provide the contracted output numbers to the recognized and agreed standards; · the safe introduction of all NPS materials and equipment into the NPS curriculum; · the integration and associated continuous development and improvement of all NPS courseware; · establishing a resource plan for NPS identifying people, infrastructure and materials to meet all training requirements; working with the relevant people to ensure plans are realistic and achievable; · acting as the NPS Control Account Manager (CAM) ensuring that the provision of all resources (personnel, equipment, materials and toolsets) are delivered on time and within an allocated budget; · the introduction of all new equipment into NPS under the Operational Readiness Review process ensuring correct Acceptance Testing and Holistic Integration has taken place; · providing all NPS programme staff direction and support to ensure the needs of the business are met; · the professional development of all NPS staff concentrating on governance, the BAE Operational Framework and broader company policies in order to optimize staff performance; · act as the Hazard Management Quorum member for NPS and act as deputy at the Product Safety and Environmental Committee for the Head of Training; · peer group development across NOT as requested by the Head of Training; · the continuous review of the NPS training programme feeding the Life Cycle Management review process as the subject matter expert; · establishing and maintaining effective links with local RSNF Surveillance and Trainee Welfare teams to ensure mutual understanding of the contract, a shared vision for deliverables and ensure a truly partnered approach is maintained during these phases of training; · working closely with the local RSNF Surveillance and Trainee Welfare teams to ensure appropriate levels of Trainee discipline are established and maintained and joint management processes agreed; · working closely with other departments in KFNA to ensure that health & safety, Quality and Governance processes and procedures are flowed down effectively into the NPS department and are adhered to; · ensuring that there are no breaches of policies that may affect external accreditation or audit failure; · ensuring that visits to the NPS departments are coordinated effectively, delivering timely and relevant presentations to visits on the deliverables of the PC under the contract arrangements; · establishing and maintaining effective working relationships with the other training delivery managers in KFNA to ensure that NPS meets the requirements of the Naval Specialty training phases; · establishing and maintaining effective working relationships with the Learning Resource Centre team to ensure activities in the LRC are complementary to the mainstream teaching and remain an effective part of the programme; · establishing and maintaining effective working relationships with the Training Quality and Standards Manager to ensure that an effective programme of staff evaluations is put in place across his area of responsibility.Additionally, he will ensure that evaluation procedures developed for KFNA are effectively communicated to staff and implemented; · ensuring that the PDRs of direct reports are completed to schedule, identifying development needs and ensuring effective objectives are communicated and realized via a PDP or PIP as appropriate; · ensuring that an effective method of performance review of all NPS instructors and staff is implemented; ensuring that this process covers both permanent and sub-contract labour; regularly reviewing, against agreed standards, the performance of the team and any subcontractors, taking appropriate action where necessary; · keeping abreast of NPS delivery across the whole of BAE Systems in Saudi Arabia to ensure best practice is being shared across the Kingdom.They will also look externally to ensure best practice is brought into KFNA where practicable; · providing regular updates as required to the Head of Training on training performance, Trainee discipline and any other issues that require his assistance; · formulating strategies for the development of NPS in KFNA; · working closely with the Saudisation team, agreeing methodologies for development of SN staff, in order to maintain standards of teaching and learning within the NPS programme in KFNA; · working closely with BAES SDT’s Training Authority, advising on the appropriateness and efficacy of training policies, and developing, implementing and monitoring procedures and processes to achieve agreed policies, schedules and timetables; · ensuring compliance with statutory, regulatory and corporate requirements. In addition to the above, the post holder will deal directly with the RSNF at a local level and with other BAESSA departments in KFNA.The job holder will be required to conduct meetings and reviews with these contacts and this requires the ability to communicate clearly and effectively both verbally and in writing. The post holder will be expected to operate to a standard of absolute integrity and professionalism. RECRUITMENT SPECIFICATION The post holder must: Essential The post holder must: · be a graduate of advanced military trade schools or industrial equivalent, · have 3-years practical experience in their specialty and shall have at least 1-years recent (within last 5-years) Instructional experience and shall have successfully completed a UKG approved Instructional Techniques course · have experience in resolving complex project problems while managing customer expectations, · have knowledge and experience of delivering Naval Professional Studies Programmes, · have demonstrable experience in the design, development, delivery and evaluation of technical training packages, using a systems approach to training · have proven capability in managing programme stakeholders, · have proven skills and experience in providing leadership to large teams (50+) in a company, military and/or tertiary educational environment, · have a sound knowledge of naval training environments, the mechanisms by which they work, and the potential pitfalls that can be encountered is vital in order to ensure that the NPS training is carried out both efficiently and effectively · have the ability to react quickly and make rapid but considered decisions when required, · have a good appreciation of project management techniques/tools, · be a good team player with strong interpersonal and communications skills, · be fluent in English (minimum IELTS 7.5 for a Saudi post holder), · have worked in the Middle East, preferably Saudi Arabia, demonstrating high levels of cultural sensitivity. Desirable The post holder should: · have extensive relevant management experience in a training environment, · be degree qualified (engineering) in an appropriate subject · have experience of managing the development of vocational courseware and Instructional media in a training Institution, · have substantial experience as a trainer/instructor, · have knowledge and experience of different training methodologies and associated techniques, · have experience of delivering training to a military customer, or a customer in a regulated environment.
