Overview Of Position

Physical damage to infrastructure & the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to & quality of services, that are often interrelated.

- The United Nations is also undertaking a multi-sectoral engagement aimed at restoring urban services mainly in energy, urban roads, Water & Sanitation (WASH), and municipality services.
- The Civil Engineer shall be responsible for the progress control & quality control of construction works. S/He will supervise all works of the contractor & ensure onsite quality control of construction works.
- Review & analyze existing documents.
- Review & analyze investigation reports.
- Supervise Site Engineers.
- Calculate quantities.
- Liaise with technical, procurement colleagues & client and funding representatives as required.
- Monitor implementation progress to ensure quality, safety & efficiency.
- Implement approved work packages (including the establishment of milestones) within tolerances set by the Project Managers.
- Manage the production of the required products, taking responsibility for overall progress & use of resources.
- Liaise with any external suppliers or Account Managers.
- Review contractor’s method statements, safeguards requirements & monitor compliance.
- Prepare & review progress reports that address specific clients & stakeholder requirements.
- Work closely with other technical professionals & contractors in the planning of work, scheduling of tasks.
- Manage & review product quality & ensure products are accepted.
- Monitor & evaluate the performance of service providers.
- Ensure the documents prepared meet the quality standard requirements.
- Responsible for timely delivery of the expected outputs.
- Develop specifications, procedures & QA / QC protocols when required.
- Carry out site inspections & assessments as required.
- Prepare the variation orders of the contractors if found.
- Possess thorough knowledge of project management & closure.
- Responsible for day-to-day coordination with the contractors & suppliers according to the needs & requirements on site.
- Inspect & report on contractor’s works in progress ensuring that the contractor meets our clients' quality standards.
- Provide support & guidance to the contractor & assist in resolving site problems, as necessary.
- Responsible for supervision of technical staff & consultants assigned to the project & the assignment & monitoring of duties during the progress of works.
- Embed sustainability dimensions including social & gender inclusion, as well as Health, Safety, Security & Environmental (HSSE) aspects into the project.
- Coordinate with governmental authorities & other stakeholders to facilitate the implementation & handover of project activities.
- Liaise with the national authorities in the governorates & collect data / field information in support of our clients' projects.
- Check contractors’ & suppliers' set out & works, including compliance with contract specifications & ensure that contractors & suppliers comply with their work plans.
- Attend daily the project site(s) to monitor progress of works, identify existing problems & provide appropriate solutions.
- Responsible for preparation of progress reports on construction activities, according to the agreed timeframe.
- Assess & report on the project closing plans, achieving cost & progress report & hand over all related reports to the Project Manager.
- Evaluate & assess works schedules & programs, including comparison with the schedule baselines.
- Assess the work activities of contractor(s), measure completed work & make recommendations.
- Lead & motivate the teams under his / her supervision by encouraging members to work together as a team.
- Ensure that behavioral expectations of team members are established.
- Ensure that performance reviews are conducted.
- Identify outstanding staff & bring them to the attention of the supervisor.
- Have a thorough understanding of our clients' personnel contract modalities (including ICA & staff).
- Ensure safety & security for all personnel & comply with UN DSS standards.
- Travel to remote sites is required.
- Master’s degree or equivalent in architecture, or civil engineering is required.
- Bachelor’s degree in architecture or civil engineering in combination with additional 5 years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Up to 2 years (with Master’s degree) or minimum 5 years (with Bachelor’s degree) of relevant experience in infrastructure project implementation, particularly in works monitoring in the fields of:
- Construction Engineering, including structural designs engineering; and/or
- Architectural Engineering.
- Good organizational and time management skills.

- Excellent information technology skills, including word processing, database applications, presentation software, and internet.

- Work experience in international organizations and/or government institutions would be an asset.
- Work experience in development of technical documentation and construction works monitoring would be an asset.
- Experience in monitoring and reporting on designing, technical control and supervision of work.

- Team management experience is desired for this role.
- Languages:
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English or French is required. Knowledge of another UN official language is an advantage.
