The Role - Grade II Inspector - Analysis Of Alternatives Expert (Chemicals) The successful candidate will be part of a multidisciplinary team and the role will involve participation in the European Chemical Agencys (ECHA) Socio-Economic Analysis Committee. This role will involve the assessment of hazardous substances under the REACH Regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals) to support informed substitution. The Analysis of Alternatives (AOA) role will involve: Scoping of the assessment Identification and screening of alternatives Assessment of hazard and exposure Assessment of cost, technical performance and other implementation decisions. The following is a non-exhaustive list of key accountabilities for the role include, but are not limited to, the following. Please note that the final set of duties will be assigned on take up of the role. Delivering on Competent Authority functions for REACH at national and EU level. Responsible for the development of scientific opinions on chemical substances. Conducting assessments of alternatives and evaluation of substitution plans to support informed substitution. Participating in EU fora and working groups as required on the ECHA Socio-Economic Analysis Committee. Reviews and drafts observations on scientific opinions and regulatory proposals circulated by ECHA and/or other Member States. Engages with relevant stakeholders and represents the Authority at meetings with stakeholders and representative bodies as well as in public forums, as required. Supporting development and delivery of the Authoritys Strategic objectives, Programme of Work, or leading on development of relevant policies and/or technical innovation, and legislative areas. Develops, maintains and contributes to the development of technical expertise in the AoA area. May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and their continuous improvement. Maintains good communications with stakeholders e.g. by attending meetings, delivering presentations, answering queries etc. Contributing to the management of the safety, health and welfare of staff as set out in the Authoritys safety statement. Undertakes such other duties as may be assigned in accordance with the operational needs of the Authority. This role will require EU travel and the successful candidate will be responsible for delivering the evaluation of scientific information and preparation of scientific opinions. Requirements Essential The ideal candidate must be able to demonstrate: Primary degree (NFQ level 8 or equivalent) in Chemistry, Industrial/Chemical Engineering or relevant related discipline. Minimum of three years relevant work experience Possession of a full driving licence (Category B) Demonstrate that they possess the required competencies for the role as set out in Appendix 1 Desirable The following requirements are desirable: A recognised post graduate qualification in an area relevant to the area. Experience in project management/staff management. Knowledge and understanding of EU/Irish chemical legislation.
