Adnoc Experience is a Must. 1. Position Objectives HSE Manager responsibilities include but are not limited to:
- Protecting the project team and onsite performers from any health hazards that may be associated with the work.
- Providing an accident-free environment.
- Maintaining compliance with all the applicable HSE legal/regulatory requirements.
- Reducing environmental impacts and improving performance regularly.
- Establish HSE management system.
- Ensure that the HSE management system is properly implemented and performing to requirements in all locations and spheres of operation within the organization.
- Prepare HSE plan & safe work procedures for all in-charge work sites.
- Plan, prioritize, allocate and supervise duties of subordinates involved in HSE activities to ensure the company’s standards and project specifics HSE management system international standards are implemented.
- Develop a Zero Accident strategy in all staff minds and monitor it on a weekly basis.
- Develop, seek approval for, and implement emergency plans and ensure operational effectiveness through conducting compliance checks.
- Ensure that the HSE policy objective is communicated to all concerned.
- Manage, coordinate and conduct accident and incident investigations and safety audits in accordance with accepted international codes of practice and methodologies.
- Establish & maintain process for communication regarding the effectiveness of the HSE system.
- Identify risks, ensure all preventive actions are available, and prepare sufficient precautions to avoid any accidents.
- Update all new local & international standards to sync with all projects.
- Responsible for HSE audits.
- Identify and provide support to the development of environmental management processes and policies in accordance with country law and international standards.
- Develop materials and methodologies to promote safety awareness on projects and throughout the organization.
- Contribute to the development of corporate and country policy and the development of associated documentation.
- Assign project workforce budgets and completion periods.
- Ensure proper mobilization of workforce, materials, and tests for each stage of the project.
- Ensure that detailed plans are developed commensurate with the overall project plan to prepare and schedule material/resources/supply chain appropriately.
- Identify training needs and develop and deliver training materials & resources for safety personnel and employees covering key safety and safety management issues.
- Develop and implement multi-lingual HSE training and induction programs covering all staff levels and labor force to ensure spread and reinforcement of HSE awareness and compliance with client and the company’s requirements.
- Plan, motivate and review performance of own staff in line with the HR system.
- Participate in the selection and interview of safety personnel for the safety department and projects.
- Provide weekly training to ensure safety awareness of all staff available on work sites.
- Conduct safety meetings with task performers and provide safety guidelines in their day-to-day operations.
- Supervise onsite to ensure all safety procedures are well implemented.
- Develop and manage budget for country activities in accordance with company policies and procedures.
- Prepare department yearly budget.
- Manage the business aspects of the unit including report functions and the activities of safety engineers.
- Provide services and act as a supporting resource to projects and clients on all matters relating to safety and safety awareness.
- Provide presentations and attend clients’ meetings to clarify and negotiate positions on HSE issues.
- Prepare accident/incident property damage reports (PDR) and forward them to management.
- Ensure that reports on the performance of the HSE management system are presented to top management for review as a basis for improvement.
- Respond to report or highlight to project and management functional management any failings in the implementation of HSE corporate policies and management system.
- Ensure that accurate HSE statistics are reported, documented and analyzed, and mitigation measures are identified as per the statistics reporting procedures.
- Issue reports on possible trends and discrepancies and identify areas of concern.
- Bachelor’s degree in safety, Engineering, or any other related field.
- At least 10 years related work experience as HSE manager in construction or any related field.
- First-rate knowledge of the local and regional Safety Codes of Practice, Risk and Hazard Analysis and Safety Auditing is a distinct advantage for this role.
