Develop and lead a world-class Supplier Relationship Management (SRM) function and capability that will include SRM supplier audit and assessment, supplier registration, and supplier performance management. The core objectives of this function are to ensure NPCC engages effectively with the most suitable players in the markets relevant to NPCC business, that these players are aware of NPCC and motivated to work with NPCC with excellence, that their performance is monitored and managed effectively, and that NPCC internal stakeholders are aware of and have access to information relating to supplier availability and their performance.

Requirements

Principal Accountabilities:
  1. Manage the Supplier Relationship Management team in executing the long-term and yearly operational plans to provide the required contribution to the achievement of the Department's objectives.
  2. Communicate the objectives and business context of NPCC and the Department to ensure alignment and common understanding of the objectives (in particular the HSE objectives).
  3. Delegate and supervise the implementation of performance objectives for the Team based on single point accountabilities and establish monitoring mechanisms to ensure that these objectives are delivered.
  4. Manage the budget infrastructure and human resources of the Team to achieve the objectives effectively and cost-consciously.
  5. Identify gaps in staff competencies and pursue opportunities to develop them by coordinating with relevant departments to establish a competent workforce and support NPCC in achieving the Emiratisation targets.
  6. Manage the development and efficient maintenance of the central Commercial Directory for prequalified and registered Suppliers to improve the efficiency of commercial processes and ensure that the company's business is conducted with reliable, cost-effective, and suitably qualified suppliers as per Shareholders' guidelines.
  7. Develop, manage, and continuously improve the effectiveness of the vendor prequalification system and process.
  8. Drive and manage supplier qualification activities in line with world-class best practices.
  9. Ensure that the vendor prequalification and registration system is updated with all relevant information, including those related to regulatory (e.g., VAT or GST registration) and client local content requirements (e.g., ICV or IKTVA).
  10. Coordinate with Quality Management and relevant functions for the performance of audits on vendors and contractors at various stages of prequalification performance evaluation or other situations and attend and follow up on such audits.
  11. Manage the planning and execution of targeted market research to support the development of commercial strategies and decision-making processes.
  12. Identify and assess the less developed areas of the supplier database that have a strong impact on NPCC business and plan, direct, and manage the enhancement of such areas in line with NPCC's overall plans for geographic and/or new market developments.
  13. Ensure excellent communication internally and externally on matters related to SRM, including conducting annual vendor satisfaction surveys and workshops as deemed necessary.
  14. Review the vendor database structure periodically to confirm its adequacy to the nature of business requirements.
  15. Evaluate the criticality matrix at intervals to assess its continuing relevance to NPCC business.
  16. Ensure blacklisted and suspended vendors are not available for business transactions on the IT system.
  17. Manage the ad-hoc vendor addition to ensure proper approvals are obtained, added vendors are shown in relevant categories, their full prequalification is pursued, and basic due diligence is performed in view of the prevailing circumstances at the time of addition.
  18. Manage and drive Supplier Quality Management to ensure adequate processes are followed.

Communications and Working Relationships: Communicates with all levels in the Supply Division and with Management in other NPCC Departments. Framework Boundaries, Decision Making Authority and Responsibility: Work within a well-structured environment with clear reporting lines and defined accountabilities, guided by section/company policies, Integrity Policy & Code of Conduct & HSE standards. Knowledge, Skills and Experience:
  • Bachelor's degree in Engineering or relevant degree.
  • Minimum of 10 years experience in Procurement/Subcontracts in IT in EPC of the Energy industry.
  • 3 years in senior Supervisory positions.
  • 5 years in SRM.
  • Working experience in Six Sigma Quality Management, Performance Management, and development/improvement of procedures.
  • Track record in developing subordinates.
  • High level of English language skills; Arabic language is preferable.
  • Excellent communication, presentation, and leadership skills.
