BURNABY HOUSING AUTHORITY CHIEF EXECUTIVE OFFICER (CEO) The Burnaby Housing Authority (BHA) was created to address the growing need for non-market housing in the City of Burnaby. Its mandate is to increase the supply of non-market rental and ownership units, as well as market rental units. It builds on the foundations set by community initiatives such as "Your Voice. Your Home.", the Mayor’s Task Force on Community Housing, the Housing Needs Report, and HOME: Burnaby’s Housing and Homelessness Strategy, focusing on delivering practical solutions to Burnaby's housing challenges. The BHA is a City-owned, arms-length corporation governed by a board comprised of councillors, staff, and industry experts. The BHA operates similarly to a private developer but benefits from City support through initial funding, expedited permits, and access to City-owned land at reduced costs. With a mandate to complement non-market housing providers, the BHA aims to fill gaps in the housing market and eventually centralize non-market housing administration in the city, all while becoming financially self-sustaining. POSITION OVERVIEW The CEO of the Burnaby Housing Authority (BHA) is the top executive responsible for leading the organization in its mission to increase the supply of non-market housing options in Burnaby. The CEO will be accountable to the Board of Directors and will oversee the strategic, operational, and financial activities of the BHA. The CEO will serve as the primary representative of the BHA, engaging with key stakeholders including government entities, private sector partners, and non-profit organizations to promote and deliver on BHA’s housing mandate. KEY RESPONSIBILITIES Strategic Leadership:
- Define and implement the strategic direction of the BHA in collaboration with the Board of Directors.
- Establish a culture that aligns with BHA’s values of integrity, objectivity, competence, confidentiality, professionalism, and equity & inclusion.
- Develop and execute strategic plans (marketing, operational and financial) and performance targets to meet the BHA’s objectives.
- Act as the primary spokesperson for the BHA, fostering strong relationships with community groups, industry representatives, government officials, financial institutions, and non-profit housing organizations.
- Advocate for the BHA’s role in creating non-market housing solutions and represent the organization at public events, industry conferences, and meetings with key stakeholders.
- Oversee the daily operations of the BHA, ensuring efficient and effective management of all functional areas including land acquisition, financing, housing development, property management, and housing administration.
- Ensure compliance with all legal, financial, and regulatory requirements, including oversight of non-market housing operated directly by the BHA or by third parties.
- Develop and monitor the organization’s operational and capital budgets ensuring fiscal responsibility and alignment with the BHA’s strategic goals.
- Identify and pursue opportunities for partnerships with private, public, and non-profit entities to enhance the BHA’s capacity to deliver on its mandate.
- Lead negotiations and manage relationships with development partners, ensuring projects align with BHA’s objectives and provide value for the community.
- Secure funding and financing for development projects, including exploring grants, loans, and other financial instruments from various levels of government and private sector partners.
- Work closely with the Board of Directors to ensure effective governance practices are in place, including adherence to the BHA’s Code of Ethics and conflict-of-interest policies.
- Provide regular updates to the Board on organizational performance, project status, and strategic initiatives.
- Facilitate Board meetings, prepare reports, and support the Board in its oversight role.
- Build and lead a high-performing team, fostering a collaborative and inclusive work environment.
- Oversee the recruitment, development, and performance management of staff, ensuring the BHA attracts and retains top talent.
- Promote professional development opportunities for staff to enhance their skills and contribute to the BHA’s success.
