We are hiring for one of our Government Ministry client for the position of Specialized IT Consultant – Senior If you would be interested kindly share your updated resume at afjal@apptadinc.com Role : Specialized IT Consultant – Senior Location : Toronto, Ontario (Onsite) Description A Note on Assignment Type: This position is currently listed as "Onsite"; however, the Assignmentunder this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8: 00 AM and 5: 00 PM (excluding breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment, you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to. Mandatory Requirements At least 6 years of experience with process design, business analysis and project management of applications/systems Scope

  • Plan and assist leading a project as part of a digital and transformation initiative
  • Provide leadership to project teams, external service providers and contractors e.G. vendor
  • Lead the implementation effort of a public-facing support page; advances the publication and display of Open Data; and develops and promotes LEAN processes related to technology transformation initiatives
  • Identify impact of change, escalate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes
  • Assist with coordinating ITS, JTS resources (e.G., networking team re: IP addresses, certificate generation team, domain administration group, and any other relevant parties), divisional teams, Ontario.Ca, and vendor teams to support project activities (e.G., domain name, certificate signing, website publishing)
  • Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
Skills Experience and Skill Set Requirements A Note on the VOR Master Service Agreement: The VOR Master Service Agreement which expires on April 5, 2026, leaves some Contracts with funding unassigned for fiscal 2026-27. If the current statement of work expires on March 31, 2026, the remaining funds can be used to exercise an option to extend the SOW beyond March 31, 2026, based on business case approvals. Such extensions will be allowable, only if the Master Service Agreement is extended beyond April 5, 2026, and be upon the same terms, conditions, and covenants contained in the SOW. The start date is subject to change based on security clearances and contract signing timelines. Experience and Skillset Requirements Mandatory Requirements
  • At least 6 years of experience with process design, business analysis and project management of applications/systems
Desired Skills and Experience
  • Project planning and management related to all phases of large-scale transformation initiatives impacting public and justice stakeholders; I&IT projects, including medium to large scale, technically complex projects across a range of enterprise technologies
  • Understanding the optimal practices for providing Information and Information Technology (I&IT) support to users utilizing digital technology and assistance during a large transformation
Resumes Evaluation/Criteria: Criteria 1: Project Management Skills - 45 Points
  • 8+ years’ experience in business analysis and project management (combined)
  • Experience leading and managing cross-functional teams (e.G. UX designer, web developer, contact center staff) to deploy public-facing content for support, Open Data
  • Experience operating in an agile and product-based methodology to iterate on deployments rapidly
  • Successful resolution skills to resolve issues with stakeholders and address risks and benefits of specific solutions and recommend specific courses of action
  • Liaison as the technical and business advisor/expert on all aspects of project deliverables
  • Strategic ability to identify optimal solutions to meet client needs and provide submissions to facilitate senior level decision-making
  • Proven success in creating and maintaining a detailed project schedule and/or integrated plan.
  • Knowledge of appropriate strategies related to change management, during all stages of projects – concept, definition, planning, implementation and close-out
  • Experience in managing the implementation activities associated with large projects in an I&IT environment
Criteria 2: Business Analysis and Technical Skills - 40 Points
  • Knowledge of BABOK (Business Analysis Body of Knowledge) certification and/or demonstrated knowledge with the key BABOK concepts, tasks, techniques and skills; knowledge of LEAN principles and applying LEAN to processes
  • Demonstrated experience in creating Business Cases, Business Requirements Document, other Business requirements artefacts and testing documentation
  • Documentation skills for business requirements and validate with business clients
  • Ability to design and create technical specifications of the reports and validate with stake holders
  • Working experience in defining and validating test cases to ensure the requirements are met
  • Demonstrated experienced in unit testing, system testing and acceptance testing
  • Demonstrated experience in solution design and architecture
  • Hands on experience in various project and product delivery methodologies such as:
  • Agile
  • Waterfall
  • Iterative Agile
  • Product management
Criteria 3: Communication Skills - 10 Points
  • Demonstrated excellent oral and written communication skills, Interpersonal and consultative skills, Facilitation skills
  • Experience crafting executive-level presentation to brief leadership
Criteria 4: Public Sector Experience - 5 Points
  • Has experience in public sector organizations
