About Tarshid:

Tarshid is the National Energy Services Company, established by the Public Investment Fund to catalyze the development of a more energy efficient Saudi Arabia. The launch of Tarshid is a result of a collaborative effort between the Ministry of Energy, Ministry of Finance and the Saudi Energy Efficiency Center. Tarshid aims to be a pioneer in the energy efficiency field and to build towards a more sustainable future. Tarshid has a mandate to develop, fund and manage impactful energy efficiency projects in government and commercial sectors that achieve significant energy savings for the Kingdom.

Job Summary:

The jobholder is responsible for planning, developing, implementing, and administering development. The OD Manager also acts as liaison and advisor to the organization's leadership and facilitates initiatives across the organization.

Main Responsibilities:

  • Implement and monitor the HR Strategy and ensure that initiatives, objectives, and practices are aligned with the company's strategic objectives to support the business in achieving the strategic goals.

Organization Design:

  • Provide thought leadership and consulting support to senior leaders, in organizational assessment & design, workforce planning, and alignment of strategic staffing plans.
  • Design and develop the organization's structure and determine how different aspects of the organization will interact while ensuring that these parts function together as an effective and efficient whole.

Total Rewards:

  • Define a fair, equitable, and competitive total compensation package that fits and is aligned to the company’s strategy and business goals.
  • Develop a consistent compensation philosophy in line with the work culture and organizational objectives.
  • Assess the effectiveness of current programs in achieving organizational objectives; identify best practices and benchmarks; and develop recommendations for modifications to align to HR strategy and business goals.
  • Develop and design the implementation and administration of all benefit plans including STI and LTI.

Performance Management:

  • Manage, develop and run the Performance Management cycle and ensure fairness, equality, and drive a performance-oriented culture.
  • Monitor the development of employees individual KPIs and targets to track progress towards strategic objectives.
  • Build ways to enhance performance management systems and tools to ensure the alignment of individual employee objectives with business objectives and optimize employee performance.
  • Conduct and manage the job analysis process and manage the preparation of job descriptions and job evaluation system for all positions using international methodologies that approved by the company with a 3rd party consultant.
  • Design a comprehensive job catalogue, defining a framework for job families, as one of the key building blocks for an efficient position management process.

Workforce Planning:

  • Lead the annual strategic workforce planning process, providing guidance and tools to ensure a unified, corporate approach.
  • Oversee aggregation and analysis of strategic staffing plans, develop materials and orchestrate management reviews for approval of strategic staffing plans.

Policy and Procedures:

  • Manage, review, update and develop all Human Resources policies and SOPs.
  • Manage the communication of approved policy, procedures and processes and ensure providing initiatives to raise awareness.

Leadership:

  • Monitor staff achievements, perform periodic performance appraisals, and provide guidance, coaching or training to direct reports in performing their delegated duties.
  • Optimize the use of personal and team time/effort in carrying out assigned duties, to ensure work meets agreed standards for timeliness and quality.
  • Ensure continuous monitoring of trends in the market and provide advice to HR leadership on potential initiatives.
  • Maintain confidentiality in all matters related to work and information.

Qualifications, Experience & Skills:

  • Bachelor’s degree in Human Resources, Business Administration or any related field.
  • Relevant Professional Certification (CIPD, SHRM, SPHRi etc.) is a plus.
  • At least 7 years of experience in OD or HR Development.
  • Strong knowledge and previous experience in managing Workforce planning, OD, and Total rewards.
  • Strong knowledge and previous experience in Salary structure, Career planning and Competency Framework.
  • Previous experience in job evaluations practices with different methodologies.
  • Strong knowledge in organization designing considering related factors.
  • Experience in communicating ideas and information through written proposals, reports and presenting these to top senior management.
  • IT skills: Advanced Word, Excel, Outlook and PowerPoint.
