Job DetailsPosition Title: Lead Engineer, InspectionReports to: Superintendent, Technical ServicesDepartment: Technical ServicesFunction: TechnicalJob Code: Prepared / Revised on: December, 2008Job PurposeTo support the Technical Services Department in order to ensure that the inspection processes are carried out as per defined schedules and checklists to ensure optimum availability of plant equipment.Job DimensionsNumber of Staff Supervised:Direct Reports: 4Total: 44Key AccountabilitiesPlant Inspection: Define inspection schedules for plant rotating as well as stationary equipment and review the data collected by Inspection Engineers. Assess residual life of equipment and advise for life extension and replacement requirements.Major Shutdown Inspection: Plan the inspection activities during the major shutdown of the plant in line with the OEM requirements and develop an inspection database. Conduct/witness inspections and recommend corrective measures to maintenance. Record compliance.Equipment Condition Monitoring: Develop a schedule of inspection for plant equipment and review the collected data. Develop a database to monitor trends and plan corrective actions based on inspection trends.Excavation/Encroachment Permits: Manage the issuance and control of excavation and encroachment permits within Marafiq premises and for Marafiq facilities in Jubail Industrial City.Cathodic Protection: Develop a schedule of cathodic inspection data collection for all plant equipment and review the collected data. Develop a database to monitor trends and plan corrective actions based on inspection records.Recruitment & Motivation: Participate in the recruitment, train, develop and motivate staff in the Inspection section to ensure that staffing is at the required levels and caliber and that performance is continuously managed and improved.Policies & Procedures: Recommend improvements to departmental policy and direct the implementation of procedures and controls covering all areas of Inspection activity.Safety, Quality & Environment: Ensure compliance with all relevant safety, quality, and environmental management procedures and controls across the Inspection section.Leadership: Ensure the effective achievement of Technical Services departmental objectives through the leadership of the Inspection section.Cost Control: Monitor the financial performance of the Inspection section against budgets.Job ContextThe jobholder is responsible for preparing action plans for the Inspection section to fulfill the job purpose. The jobholder also has primary responsibility to coordinate with Operation and Maintenance staff to solve Inspection bottlenecks, analyze plant incidents, and find the root cause of equipment problems.Communications & Working RelationshipsInternal: Ongoing communication with subordinates within the Technical Services. Regular communication with other Departments mainly Operations, Maintenance, and Safety.External: As per requirements.Frameworks, Boundaries, & Decision Making AuthorityThe job is directly accountable to the Superintendent and Plant superior for the achievement of key results. The job has considerable freedom to plan and organize work within agreed processes, plans, and budgets.Job SpecificationQualifications, Experience, & SkillsMinimum Qualifications: University degree in a Mechanical / Corrosion engineering-related discipline.Minimum Experience: 10 years maintenance or plant inspection experience in a heavy industrial or utilities environment. 5 years experience of the Inspection section within the utility sector. 3-5 years experience of managing a team of qualified professional Inspection Engineers.Job-Specific SkillsExpert knowledge of specific Inspection disciplines such as Condition Monitoring, Cathodic Protection, Non-destructive testing, etc.Detailed and expert knowledge of the Marafiq plant equipment.Extensive knowledge of Inspection systems and principles.Sound understanding of Inspection risk management philosophy and techniques.Sound understanding of Inspection QA/QC philosophy and techniques.Generic SkillsEnglish Language Level 3Health & Safety Systems Level 3Knowledge of Policy & Procedure Level 3Quality Management Systems - Level 2SAP Level 2Time Management Level 3Business Skills & Understanding Level 2Environmental Management Systems Level 3Financial Awareness Level 2Data Gathering & Analysis Level 4Negotiation Level 3PC Level 3Performance Management Level 2Project Management Level 4Written Communication Level 3Contracting Level 3Designing Level 3Engineering Principles Level 3Engineering Project Costing Level 3CompetenciesAchievement Orientation Level 4Analytical Thinking Level 3Communication Level 3Customer Service Orientation Level 3Concern for Safety, Quality & the Environment Level 3Conceptual Thinking - Level 3Technical Expertise & Development Level 3Team Leadership Level 3
