SWPC issued a Conditional Award to Engie for the Jubail 3B SWRO Project. The plant is a fully contracted IWP producing 125 MIDD of potable water on the coast of the Persian Gulf, including a 570,000 m3 potable water storage facility and 59 km 380 kV transmission lines and substation. Engie will construct a highly efficient and low carbon footprint plant design that fully utilizes the latest RO technology. The Jubail 3B SWRO project is part of a major investment in additional SWRO facilities in KSA and is a major part of the expansion and diversification of the Kingdom. The project site is located approx. 20Km South from the industrial city of Jubail, which has modern facilities. ENGIE operates various IPPs and IWPPs in this part of the kingdom, as Marafiq plant at 30 km and Fadhili Cogeneration plant at 70 km. It is expected the CEO will be based in the Eastern Province of KSA. It is also expected that there will be regular travel within KSA and occasional travel to Dubai or elsewhere in GCC. The location may allow commuting with Bahrain, under certain conditions and subject to further discussions. Objective The CEO is responsible for:
- Managing the Company including personnel recruitment, procedures, and facilities in agreement with the Board of Directors and the long-term business plan.
- Representing the Company and conducting relationships with the authorities, regulatory agencies, lenders, banks, and professional organizations.
- Following up proper execution of the commercial and financial contracts and bringing in solutions to any argument or problem that may arise, in coordination with the Board of Directors.
- Arranging that necessary permits and consents are obtained and maintained.
- Making sure that the Company is made aware of applicable changes in law and regulations.
- Promoting a safe company culture.
- Envisaging, seeking approval, and implementing necessary steps of a business/operating mid long-term plan.
- Conduct and/or coordinate and control all high-level interfaces with the authorities, banks, and clients.
- Prepare medium and long-term budget forecasts. Monitor and report budget variances and deviations from forecasts on a regular basis.
- Fostering good industrial relations at the Site and with key local groups and communities.
- Ensure preparedness for emergency incidents and coordinate with the mutual aid partners on the island.
- Make sure that the insurance coverage and policies are in place and claims procedures are followed properly. Ensure that no action takes place that may void the application of the policies.
- Set objectives for his team, evaluate personnel on a regular basis, and set up salary and benefits policy in line with budget and implement incentive schemes approved by the Board of Directors.
- Report the health of the Company to the Board of Directors and the shareholder Companies as and when required.
- Act as an ambassador for cultural change where continuous improvement and drive towards operational excellence are key.
- Submit to the Board of Directors the annual operating budget for approval.
- Ensure operation within approved budgetary limits.
- Approve expenses incurred by subordinates while performing their duties, in accordance with established policies and duties.
- Human Resources Management of the Company.
- Minimum of 15 years in a senior position within the international power/energy sector.
- Degree in Civil/Mechanical/Electrical Engineering or university degree with a strong background in the energy sector.
- Relevant technological experience/understanding (e.g., process plant, water plant, CCGT, steam cycle, cogeneration, water production).
- 3rd parties relationship/contractual management, management of board meetings.
- MBA or equivalent is a plus.
- Fluent in written & spoken English. Basic level proficiency of Arabic language is a plus.
- Strong interpersonal skills.
- Strong negotiation and leadership and management skills.
- Strong financial background/understanding.
- Good technical background/understanding.
- Ability to work independently.
- Ability to lead a multicultural team.
- Experience in the Middle East is a plus.
- Strong planning and analysis skills.
