The Governing Body invites applications from suitably qualified persons for the position of Virtual Learning Environment (VLE) Technical Officer GENERAL JOB DESCRIPTION Duties and General Terms & Conditions of Employment 1 CANDIDATE PROFILE AND SCOPE OF THE POSITION Marino Institute of Education (MIE) wishes to appoint a Virtual Learning Environment (VLE) Technical Officer on a permanent, fulltime basis. The successful candidate will join a well-established and highly motivated IT & eLearning team that provides support and services to students, staff and external clients in MIE. The VLE technical officer is a key member of this team and will be responsible for configuration, maintenance and administration of all aspects of MIE's virtual learning environment (Moodle). The successful candidate will have experience in VLE site administration and will be interested in learning technologies, learning tool interoperable (LTI) standards, Microsoft 365 integration and universal design (UDL) as part of the wider Digital Strategy for MIE. Essential Qualifications & Skills (i.e. those, without which, a candidate would not be able to do the job. Applications that have not clearly demonstrated that candidates possess the essential requirements will not be shortlisted): In order to be considered for this post, applicants will require: A minimum of a third level qualification at level 8 or higher in E-Learning/Educational Technology or a comparable degree on the National Framework ofQualifications. A minimum of 2 years experience working with virtual learning environments. Provenexperienceoftechnicalplatforms,webauthoringtools,multimediaapplications,online learning authoring tools, use of SCORM standards to publish content and VLE standards. Proven project management experience, ability to manage multiple projects and ability to use own initiative to solve practical problems withoutsupervision. Demonstrable experience of trouble-shooting and problem-solving in virtual learning environments (VLE) in higher educationcontext. Experience of working in partnership with a range of stakeholders to support colleagues use of the virtual learning environment (VLE). Proven experience and knowledge of Universal Design for Learning, assistive and inclusive technologies as utilised within a VLE. Excellent communications skills: oral, written and presentation, including the ability to explain technical issues clearly to people at all levels of technical and academicknowledge. Excellent interpersonal skills with the ability to work as part of a team, on own initiative and independently asrequired. Excellent organisationalskills. Strong personal technological self-efficacy. Candidates must clearly indicate in their applications how they meet each of these pre-requisites. 2.JOB DESCRIPTION Reporting Relationship The appointee is required to carry out the duties attached to the post under the general direction of the Director of IT & eLearning. The appointee will also liaise with the Director of IT & eLearning on matters pertaining to the administration of the Virtual Learning Environment (VLE) and the procurement of e-learning tools, LTIs, software and other technologies for successful use of the VLE by all parties in the Institute. The reporting relationship may be subject to periodic review, in line with service needs and developments in the Institute. Duties and Responsibilities The duties, include the following: Site administration of Moodle, MIEs VLE. Act as first level technical support for all VLE queries from staff and students. Provide day to day issue resolution and support to all users of the VLE. Act as a subject matter expert in use of the VLE to colleagues in the Institute. Assist with design of templates for the VLE to support module delivery for staff and students on the VLE Support and assist with the delivery of SCORM content on the VLE for MIEs online summer course provision. Support a wide range of multimedia resources, plug ins and tools that enhance teaching and learning atMIE, mediated on the VLE platform. Promote innovation in the use of technology-enabledassessment on the VLE platform. Ensure that module content delivered on the VLE adheres to universal design, accessibility standards and best practices in UX design. Instructional Design - assist the HOD with the instructional design and implementation of online programmes and course modules. Support MIEs Virtual Learning Environment upgrades or enhancements, including User Acceptance Testing (UAT) and testing/delivery of new VLE features. Provide guidance on best practice in Moodle site course structure/design in relation to online, blended and face to face learning. Stay current with technical trends and research improvements for the Institutional VLE as required. Assist with the wider team on implementation of MIEs current digital strategy. It should be noted that in each work area/department within the Institute, the appointee must work as part of a team. Although duties pertaining to the post are broadly defined under the various headings as listed, the list of duties is not exhaustive. The appointee will be required to function in a flexible and collegial manner. MIE retains the right to assign new duties and/or to re-assign staff to other areas of the Institute, in response to service needs. 3. APPLICATION, SELECTION PROCESS AND OTHER GENERAL INFORMATION. Method of Selection for Recommendation A shortlisting of applicants will occur which will be based on the applicants qualifications, suitability and relevant work experience as detailed in the application. It is the responsibility of the applicant to ensure that all relevant information is included in their application and that they clearly identify how they meet the specified candidate criteria. Interview will be by interview panel consisting of not fewer than 3 persons, and will comprise of the most suitable and qualified people to assess applicants in the discipline. All appointments to employment at MIE are made by the Governing Body. The interview panels recommendations for appointment of successful applicants for all posts will be submitted to the MIE Governing Body for their consideration and decision. Candidates must produce satisfactory documentary evidence of all training and experience claimed by them, if required. Probationary Period The Employees employment shall initially be subject to a probationary period of six months. The Institute reserves the right to extend this probationary period on an exceptional basis at its sole discretion subject to a maximum period of eleven months. Absences during the period of probation will extend the probationary period. Performance and conduct during the probationary period will be monitored through a process of assessment meetings. Termination of employment during the probationary period will be at the discretion of the Institute. An abridged version of the disciplinary procedure will apply to employees on probation. Garda Vetting All successful applicants may be required to participate in Garda vetting. Specific instruction on this process will be given at the appropriate time. Applicants who do not comply with the Institutes requirements in this regard will be excluded from consideration for appointment. Essential Training The successful applicant will be required to undertake the following essential compliance training: Orientation, Health & Safety and Data Protection (GDPR), must provide evidence of completion of Tusla Child Protection Training. Other training may need to be undertaken when required. Salary The current annual salary scale is €45,672 - €57,587.
