Main Responsibilities:

Ensuring compliance with legal and regulatory requirements, as well as internal procurement policies and procedures.

Manage timely processing of non-project procurement requests, their conversion to orders/agreements, and delivery on time.

Ensure procurement governance and processes are aligned & followed as per the approved Policy & Procedure.

Identifying opportunities to streamline procurement processes, improve efficiency, and reduce costs through automation, standardization, or other means.

Identifying potential suppliers, negotiating contracts, and building relationships with vendors to ensure the organization receives the best value for goods and services.

Negotiating terms and conditions with suppliers to secure favorable pricing, delivery terms, and service levels.

Oversee receiving sourcing bids and distribute the technical proposal(s) for evaluation.

Oversee receiving technical results from end-users.

Manage the commercial evaluation document and TC slides.

Manage the award letter and unsuccessful letter(s) and ensure to share it with suppliers.

Manage the contractual agreement/PO and secure the initials of the concerned business functions and the suppliers' signatures.

Manage Routing Slip document.

Managing risks associated with procurement activities, such as supply chain disruptions or quality issues.

Continuously identify digitalization and automation opportunities to ensure streamlined processes and cutting-edge technologies are being utilized.

Conduct spend analysis to identify trends, costs and opportunities to enhance value and optimize spend, and manage the development of Procurement spend insight reports to make informed Procurement decisions.

Collaborate with key suppliers to enhance localization where possible.

Monitor staff achievements, perform periodic performance appraisals, and provide guidance, coaching or training to direct reports in performing their delegated duties, and work closely with Head of Procurement and HR to identify training needs and learning pathways.

Optimize the use of personal and team time/effort in carrying out assigned duties, to ensure work meets agreed standards for timeliness and quality.

Ensure continuous monitoring of trends in the market and provide advice to HR leadership on potential initiatives.

Maintain confidentiality in all matters related to work and information.

Experience, Skills & Qualifications:

7+ years of relevant experience, preferably in the Energy industry.

Experience in Strategic Sourcing, Negotiations, and Contract Management.

Experience in Supplier/Vendor Relationship and Performance Management.

Fluency in Arabic and English required; strong leadership and interpersonal skills; excellent communication skills.

Familiarity with the business and the equipment (knowledge of technical specifications and market prices) and available suppliers to ensure procurement of equipment at the best rates.

Analytical ability to evaluate different suppliers' offers.

Bachelor's degree in Engineering, Business Administration, or any related field; Master's degree is preferable.

Relevant Professional Certification like CIPP, CIPS is preferred.
