PurposeNSDC Procurement division aims to Collaborate with key stakeholders to develop and implement effective public procurement strategies aligned with organizational goals and public sector regulations, stay informed about changes in procurement laws and regulations and adjust strategies accordingly. Ensure strict adherence to all public procurement laws, policies, and guidelines. Key ResponsibilitiesKey Responsibilities:Collaborate with key stakeholders & manage the end-to-end process of tendering, including drafting bid documents (RFP/RFQ/REoI), conducting bid evaluations, and making recommendations for contract awards.Negotiating contracts, managing supplier relationships, and Ensuring timely and cost-effective acquisition of goods and services. Well Versed with P2P (Procure to Pay) cycle.Hands on Experience of SAPIn-depth knowledge of Public procurement laws and regulations.Well acquainted with GFR and GeM.Conduct regular audits to ensure compliance and address any issues promptly.Review and approve contractual agreements, ensuring they align with legal and organizational requirements.Identify, evaluate, and select suppliers based on quality, cost, and reliability.Establish and maintain strong relationships with key suppliers to ensure the best value for the public sector.Monitor and control procurement costs to ensure efficiency and cost-effectiveness.Implement cost-saving initiatives without compromising on quality and compliance.Identify and mitigate procurement-related risks.Develop and implement contingency plans to address potential disruptions in the Procurement Process.Maintain accurate records of procurement activities, contracts, and supplier information.Generate reports on procurement metrics and present findings to relevant stakeholders.Ensure transparency and fairness in the bidding process. Knowledge and Experience:Education QualificationsBachelor's degree in commerce/economics/supply chain management or related fieldAdvanced degree (Master's/MBA) in a relevant discipline is often preferred.Proven experience of 9-10 years in public procurement, preferably in a managerial role.Ability to tailor presentations to address the specific concerns and interests of senior leadership.Strong negotiation and communication skills.Familiarity with procurement software and tools.
