TITLE : Senior Information Management Officer-Education Cluster TEAM / PROGRAMME : Education cluster LOCATION : Gaziantep- Türkiye CONTRACT LENGTH : End of December 2024- with possibility of extension CHILD SAFEGUARDING: Level 3 : the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: SCI is seeking an Information Management Senior Officer to join the Southern Turkey Education Cluster (EC). This position supports the Education response in Northwest Syria (NWS). The Information Management senior officer will be responsible for improving the timeliness and comprehensiveness of 4Ws reporting, representing the EC in the NWSyria Information Management and Assessment (STIMA)working group, providing IM-related input for the Syria Cross Border Humanitarian Fund (SCHF) and Humanitarian Program Cycle (HPC), and suggesting and executing measures to improve the collection, analysis, dissemination, and management of other information relevant to the EC. SCOPE OF ROLE: On behalf of Save the Children, the purpose of this post is to manage the collection, analysis and sharing of information that allows cluster Lead Agency, Partners and the cluster Coordinators to make informed, evidence-based, strategic decisions; and to enable the EC to perform its core functions. Role Dimensions Role requires contacts with multiple partners and stakeholders, from NGOs and local CSOs to gather, validate and analyse data. KEY AREAS OF ACCOUNTABILITY: Information Management to support EC Coordination Functions (based on Humanitarian Programme Cycle and cluster core functions supporting service delivery, contributing to DRHC/HLG strategic decision-making, developing EC strategies, monitoring and evaluating performance, advocacy, build national capacity in preparedness and response). Support service delivery, and monitor and evaluate performance:
- The Information Management senior officer will facilitate the submission of timely, accurate, and comprehensive data by EC partners. This will include training sessions for partners as well as ad hoc support to individual partners. The senior information management officer will be responsible for receiving monthly submissions, cleaning submissions, and following up with partners when necessary. He/She will share 4Ws with relevant stakeholders (OCHA, WoS, EC members) and represent the EC in relevant working groups (particularly the STIMA group), clusters, or at other meetings.
- Train partners, to enhance their information management and reporting capacity, collecting their inputs, consolidating and cleaning data.
- Engage in the regular coordination meetings at the sub-national level and national level to keep abreast of the changing situations on the ground and build a relationship with partners
- Support with translation as may be required. Reporting and Outputs:
- The senior information management officer will be responsible for preparing and submitting relevant reports, particularly monthly 4W reports. This will include building upon and updating the 4Ws dashboard/bulletin.
- The senior information management officer will also review reporting templates, assessment questionnaires, and other information collection or management tools.
- Working with the ECCoordinator and the Strategic Advisory Group, develop and implement a strategy to keep abreast of Education cluster needs with a specific focus on the needs of marginalized children, including those with disabilities, those hard to reach and those discriminated by gender or other issues;
- Maintain an up-to-date secondary data tracker by collecting and analysing reports, articles, and other education-related data;
- Coordinate primary data collections/ needs assessments to inform sector response planning;
- Lead the revision and use of the contextualized Joint Education Needs Assessment (JENA);
- Provide training to partners on using the JENA as needed;
- Lead the EC assessment WG
- Develop and implement tools to assess partners 'preparedness and response capacity
- Conduct any other duties assigned by the supervisors
- Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Display neutrality and act as the representative of all Education cluster members.
- Develop and maintain a strong and positive relationship with the Strategic Advisory Committee (SAG).
- Develop and maintain a strong and positive relationship with EC partners in the country and colleagues at regional and global levels.

- The senior information management officer is accountable to the Save the Children Cluster coordinator, who will in turn ensure that the post holder is provided with all necessary support and guidance
- Education cluster participants, who will in turn ensure that they deliver on their agreed minimum commitments (see IASC Reference Module for Cluster Coordination at Country Level, July 2015)
- Education cluster coordination team members, who will in turn support the post holder in line with their terms of reference
- Inter-cluster Group Coordination bodies established by the UNOCHA
- Affected populations and children, through agreed mechanisms
- Accountability to the country representative, cluster participants, coordination team members and inter-cluster coordination bodies will be expressed in regular review meetings.

- University degree in in relevant discipline (computer science, engineering, mathematics, statistics, economics, data science, education, research, or other relevant field or evidence of education data management and analysis experience
- Formal training in cluster/IM coordination ( Global Education Cluster, Core 1 of the Core Coordination Skills Training) is desirable.
- At least five (5) years of experience in data collection and conducting data analysis, either as part of designing and implementing monitoring, evaluation and learning (MEL) or data management systems, preferably in an INGO.
- Strong preference for previous experience in education and/or humanitarian programs
- Computer literacy and competency in use: Microsoft Office software, including some advanced skill with Microsoft Excel and other contemparay statistica managnement softwares.
- Experience with PowerBi or other data visualization tools preferred
- Experience applying relevant interagency humanitarian frameworks and standards in Education in Emergencies (for example INEE Minimum Standards)
- Good organizational and planning skills, including ability to manage a number of urgent priorities which arise in humanitarian coordination.
- Ability to independently and proactively work as a team member with minimum day-to-day oversight
- Position holder will be based in Gaziantep, therefore legal right to work in Türkiye is necessary at the time of application.
- Good interpersonal and communication skills and demonstrable ability to work across different stakeholders taking part in the Education cluster.
- A high level of written and spoken English/Arabic
- Ability to develop and utilize appropriate methods and tools to support high quality data collection and analysis.
- Proven skills in transforming data to information which is impactful and accessible to different audiences, and communicates to all stakeholders the intended purpose of the data collection.
- Capacity to communicate this information across a number of different channels and media.
- Demonstrated commitment to Humanitarian Principles and the Principles of Partnership
- Commitment to uphold an inclusive approach to the work of the EiE Sector; further, an understanding of the four humanitarian principles as well as conflict sensitivity and "do no harm" approaches.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Previous experience with the humanitarian program cycle and/or within humanitarian coordination structures.
- Knowledge of education in emergencies specifically, conducting research, or monitoring and evaluation.
- Previous leadership in designing and managing data collection efforts across a range of partner organizations
- Website development and management, including some level of coding skills
- Ability to operate InDesign and Illustrator;
- Ability to operate Power BI;
- Ability to operate KoBo Toolbox;
