Purpose: The India Manager leads the governance and improvement of Global non-merchandise procurement compliance standards for the U.S., Canada, Europe, and Australia) to ensure business continuity, protect company assets, and comply with corporate policy (Approval Authority Schedule) and regulatory policies (Sarbanes Oxley). The Procurement Manager role oversees and supports all work assigned to the Procurement Specialists, including procurement, purchasing, invoicing, payment, business and supplier support for all Global Non-merchandise spend. Major Duties / Responsibilities:

  • Provides leadership in executing purchasing, invoicing, and payment (P2P) processes of $12B in non-merchandise goods and services to TJX Companies globally.
  • Maintains and provides a current understanding of industry purchasing-to-pay (P2P) best practices and technology trends to team members and business partners.
  • Ensures P2P best practices are implemented and adhered to.
  • Business Partners with multiple areas of the business to review global P2P processes. This includes providing clear procurement objectives and training, influencing, partnering, and providing strategy to business managers to design and drive adoption of best practice/compliant procurement processes for all non-merchandise spend.
  • Partnering/leading regional/global procurement projects to drive compliance and other applicable processes.
  • Reports on performance indicators specific to regional goals and objectives.
  • Direct management of 6 - 12 FTE India Procurement team members. Coordinates, supervises and assigns workload; monitors, trains, and provides feedback; manages the development of the team; and ensures SLAs are met regarding performance for support of Procurement activities, including, but not limited to, purchase orders, invoicing, item and inventory creation and maintenance, build and implementation of procurement catalogues, running reports, onboarding and support vendors to supplier portal, support of purchasing queries, additional support/training as needed, and UAT (User Acceptance Testing) testing for Procurement and Inventory modules in support of upgrades, enhancements and system updates. Develops the team for future growth within the department and organisation. Coaches staff on performance and professional development issues. Conducts performance appraisals and interviews and provides discipline/documentation as needed.
  • Work with regional managers (EU/US/CA) to maximise the scale of procurement team resources.
Partners with the Procurement Managers to lead / oversee the Procurement Community of Practice, up to 150 associates, within the region, which includes:
  • Leading regular meetings to build the community
  • training of policy, procedures, systems and compliance standards.
  • Provisioning of all the buyers’ responsibilities within the ERP system.
  • Monitoring the performance of compliance standards.
  • SME for escalation of procurement issues.
  • Responsible for overseeing the purchasing of all the New Stores, Relocations and Remodels in the US. This includes the timely Procurement of goods and communication with suppliers supporting these stores.
  • Performs audits for contracted vendors under Internal Audits guidance, ensuring contracted rates and terms are carried out by the business. Communicates and posts any findings and provides the findings are addressed and resolved.
  • Performs other duties as assigned.
  • Collaborates with IT to design, customise and configure ERP system / Procure to Pay system to ensure the ERP system is in line and up to date with business requirements and purchasing compliance.
Decision Making:

  • Recruitment of dismissal of Associates
  • Participate in Supplier and System Provider selection.
  • PO and invoice approval authority up to $50K globally.
Span of Control (i.e., Direct / Indirect reports):
  • Management of 6 – 12 direct reports, possibly more in the future.
  • Indirectly managed through others, the Procurement Community of Practice comprises 40 - 150 regional associates executing procurement policy and processes.
Scope of Responsibility (i.e. financial impact):
  • Procurement compliance for between $12B of non-merchandise spend. This includes being responsible for driving efficiencies through functional resources, up to +500 associates, and executing procurement policy and practices.
  • Responsible for payment terms accuracy on non-merchandise spend $12B.
  • PO and invoice approval Authority $50K globally.
Skills / Knowledge:
  • Complete understanding of Procure to Pay processes and ERP system
  • A strong combination of interpersonal, management, technical and organisational awareness skills.
  • Ability to build trusted relationships and influence senior leaders and individual contributors.
  • Ability to lead, coach, train and monitor direct reports.
  • Change management experience is essential
  • Continuous improvement/growth mindset is essential

  • Solid record of delivering results
Minimum Formal Education:
  • Professional qualifications such as CPSM certification, SCMP certification, CIPS (Chartered Institute for Procurement and Supply), or bachelor’s / master’s degree in sourcing or a related field are advantageous but not essential. Relevant experience is essential.
Minimum Experience:
  • 6 years of business experience, including 3 years of Procurement, payables, and compliance experience.
  • 2 – 3 years of People management experience.
  • Experience in business partnering with senior leaders.
  • Proven experience in successfully implementing change and large process change projects.
  • Procurement module system implementations.
  • Working in an international company.
