About MIRFA 2 RO Plant Mirfa 2 Reverse Osmosis (M2 RO) Plant, uses RO technology to produce and supply up to 120 million imperial gallons, equivalent to 550,000 cubic metres of potable water per day to EWEC under a 30-year O&M Agreement with Mirfa 2 RO Desalination Company. The M2 RO Water Plant is located adjacent to the existing Mirfa 1 Plant located at the Mirfa Complex five kilometers west of the town of Mirfa, about 100 kilometers southwest of the city of Abu Dhabi on the Arabian Gulf coast in UAE. The expected date for starting commercial operations of the plant is November 2025. The processes stages that make up the plant are:
- Sea water intake
- Dissolved Air Flotation (DAF)
- Dual Media Pressure Filtration (DMPF)
- Cartridge Filtration (CF)
- Reverse osmosis Racks (RO)
- Chemical Treatment
- Limestone filtration
- Potable water storage/network
- Sludge treatment
- Utilities or auxiliary equipment
- Assist in recruitment of company staff with PGM, managing payroll and C&B for the staff, working with PRO for company formation and licensing matters.
- Ensure adherence to safety, quality, and environmental management procedures within assigned areas to protect employee safety and meet legislative requirements.
- Ensure complete understanding and adherence to safety procedures for both self and team, with zero tolerance for breaches.
- Maintain a consistent frequency of safety and environmental inspections and timely reporting findings.
- Ensure compliance with all applicable laws, directives, and project requirements.
- Adhere to corporate policies, procedures, and internal controls.
- Contribute to the continuous improvement and development of policies and procedures.
- Develops and implements HR Systems to include:
- Accurate and detailed job descriptions
- Comp & ben policy / salary scales, including periodic benchmarking vs. the relevant market segment
- Performance appraisal system / SMART objectives
- HR Manual / policies
- Standard offer and employment contracts
- Ensure business continuity through staff retention and timely recruitment:
- Draft and promote vacancies
- Source candidates through appropriate channels
- Screen & interview
- Support & advise hiring managers
- Negotiate package with selected candidates
- Compensation and benefits:
- Ensure compliance of C&B processes with defined procedures
- Manage payroll
- Manage annual salary review and bonus processes
- Ensure that the salary levels are well aligned with local markets and peer
- Propose improvements and changes whenever required
- Organize onboarding / induction of new employees
- Management of Expatriate visa administration
- Manage annual performance management cycle
- Develops and implements a localization strategy
- Formulate and ensure proper implementation of welfare measures
- Formulates long term industrial relations strategy and manage employee relations
- Organization:
- Influences, implements and supports organizational change in close liaison with PGM and top management team
- Guides and facilitate competency mapping for all positions within the company
- Plan the workforce based on business needs, succession planning
- Manage internal communication
- Maintain employee record
- Statutory & social reporting:
- Obtain HR related permits as required
- Ensure all HR matters are conducted in accordance with local laws / authorities.
- Maintain sound internal control environment in the areas of HR and Administration and implement improvements wherever possible (including corporate reporting)
- Administration:
- Develops a strategy to manage staff accommodation and ensures employee satisfaction.
- Oversees suitable transport arrangements for employees.
- Contribute to the Budget Planning process.
- Support the development of operational budgets.
- Develop, monitor and report O&M budgets covering full staffing cost;
- Appraise service provider contracts and contractor performance.

- Min 5 years of business experience of which at least 3 years in HR Management.
- Familiar with international standards and recognized best practices in HR
- Experience of working in an international environment, with a knowledge/awareness of issues relating to secondments, work permits, visas etc.
- Experience of industrial relations.
- University degree or equivalent.
- Any complementary qualification is a plus. CIPD or equivalent.
- Education certifications / credentials must be recognized / attested from UAE Embassy and relevant authorities.
