PMC - QAQC Manager-Abu Dhabi UAE

Position Summary We are seeking a detail-oriented and experienced PMC QA/QC Manager to oversee Quality Assurance and Quality Control (QA/QC) activities for a high-profile Oil & Gas pipeline construction project in Abu Dhabi. The QA/QC Manager will be responsible for ensuring that all construction processes and deliverables comply with international standards, project specifications, and quality benchmarks. This role requires strong expertise in QA/QC management within the Oil & Gas sector and pipeline construction projects. Key Responsibilities

• Develop and implement the project-specific QA/QC management plan.
• Ensure compliance with quality standards (e.g. ISO 9001, ASME, API) and project requirements across all phases of pipeline construction.
• Review and approve QA/QC documentation including Inspection Test Plans (ITPs), Material Inspection Reports (MIRs), and Non-Conformance Reports (NCRs).
• Monitor contractor and subcontractor performance to ensure adherence to QA/QC standards.
• Conduct regular quality audits and inspections of construction activities, materials, and equipment.
• Coordinate with engineering, procurement, and construction teams to address and resolve quality issues.
• Lead root cause analysis for quality-related nonconformities and implement corrective and preventive actions.
• Maintain detailed records of QA/QC activities and prepare periodic quality performance reports.
• Ensure welding, NDT, and coating inspections meet project specifications and international codes.
• Train and mentor project staff and contractors on QA/QC best practices.
• Interface with the client, contractors, and third-party inspectors to resolve quality-related matters.

• Education: Bachelors degree in Mechanical, Civil, or Pipeline Engineering (or equivalent).
• Certifications:
  • ISO 9001 Lead Auditor certification is mandatory.
  • Additional certifications in welding inspection (e.g. AWS CWI, CSWIP) and NDT (e.g. ASNT Level II/III) are preferred.
• Experience:
  • Minimum 10-15 years of QA/QC experience with at least 5 years in Oil & Gas pipeline construction projects.
  • Proven track record of managing QA/QC activities in a PMC environment.
• Skills:
  • Strong knowledge of international codes and standards (e.g. ASME, API, ISO).
  • Proficient in preparing and reviewing QA/QC documentation.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Effective communication and interpersonal skills to liaise with clients, contractors, and project teams.
  • Ability to work in a fast-paced environment while ensuring quality standards are upheld.
