- Acts on own initiative on assigned subcontracts of increasing value and complexity.
- Gathers and compiles support data for the preparation of documents and the management of subcontracts.
- Assists Subcontract Manager or more senior Subcontract Professional in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems.
- Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports.
- Develops and issues subcontracts and services agreements as assigned.
- Prepares bidders’ lists and pre-qualifies bidders.
- Forms bid request packages and issues bid request packages to approved bidders.
- Coordinates bidders’ questions and answers to those questions.
- Receives bids and evaluates bids commercially.
- Prepares Commercial Bid Summary and recommendations.
- Recommends and secures approvals in accordance with established procedures.
- Prepares subcontract documents for execution.
- Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters.
- After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
- Assists project team when instructed in solving and attending to problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
- University degree / diploma in Business, Engineering or related field.
- Minimum 1 to 2 years’ relevant experience in the post award administration of contracts.
- Experienced in lump sum, unit price and cost plus type contracts.
- Experienced in construction, design, services and O&M forms of contracts.
- Familiarity and understanding of KSA government procurement law.
- Understanding of law, negotiations, or cost engineering.
- Contract formation and/or claims experience.
- Ability to draft and/or revise contract T&Cs.
- Previous experience on integrated project(s) with a client.
- Developed business writing skills, with strong command of the English and Arabic languages.
- Organized in documenting and record keeping.
- Adaptability to differing cultures and environments.
- Developed presentation skills.
- Flexibility in adjusting to workload and priorities.
- Well organized and good at documenting trends, process changes, procedures.
- Ability to represent department in cross-functional meetings.
