Partnership for South Hampshire Fareham Borough Council (employer authority) Post title: Solent Mitigation Partnership Manager (permanent) Salary: £61,635 - £70,765 per annum 37 hours per week Application close: Wednesday 12 March 2025 About the role Would you like to take on a challenging and exciting new role to lead an ambitious programme of environmental mitigation to facilitate sustainable development across the Solent area? If this sounds of interest then this could be the role for you! The Partnership for South Hampshire is looking for a manager to lead the recently formed Solent Mitigation Partnership, providing supportive and decisive leadership to the expanding mitigation partnership team. In this role you will:
- Deal with difficult and complex issues, surrounding environmental strategy and policy and environmental mitigation delivery with impacts on infrastructure, development, housing provision, and the environment across the Solent area.
- Work with other partner organisations (local authorities, national parks) to develop, implement and refine environmental mitigation strategies and policies.
- Play a key role in working with elected members, senior officers and others outside the service in all the partner authorities to reconcile diverse interests.
- Provide specific advice to developers and local authorities on technical, legal and policy matters relating to strategic environmental planning issues.
- Deal with colleagues, senior officers and elected members, in partner authorities on a continuous basis persuading them to support elements of policy and initiatives in pursuit of a coherent strategy.
- You will write clear and concise technical reports and communicate technical matters clearly in person, including to PfSH Joint Committee, PfSH Chief Executives and the PfSH Planning Officers Group.
- Influence developers to secure understanding and cooperation.
- Engage with the community providing advice and guidance on the strategies and environmental mitigation actions that PfSH puts in place.
- Work to underpin sustainable development across the Solent area.
- Manage a small group of employees, working within the same general area of work.
- Work effectively with government bodies, private environmental mitigation providers, the development industry, statutory advisors and the public to effectively deliver objectives.
- Be responsible and accountable for considerable revenue and capital resources.
- You are an excellent programme and project manager – able to drive solutions, be innovative, and work independently. You are driven to succeed and will show a commitment to finding and delivering a strategic solution.
- You display sound decision-making skills and can identify and analyse issues, identify alternative courses of action and take risk-based decisions with the minimum of supervision in order to achieve delivery.
- You are an excellent communicator and negotiator, particularly with people outside of the development and environment sectors.
- You are able to act as a champion/advocate and facilitator working with a range of partners.
- You have experience of leading and supporting a team in the delivery of complex technical projects.
- You are commercially astute.
- You manage data well, including financial and personal data, where necessary.
- You have a qualification and professional membership within a relevant sector.
- You have environmental planning knowledge, including a sound understanding of the Habitats Regulations.
- You have experience in the deployment of government or other external funding streams.
- You have experience of working for a local authority or similar public sector organisation.
