This role involves analyzing business processes, identifying areas for improvement, and implementing technology-driven solutions to support child welfare programs. The Business Analyst collaborates with both external and internal stakeholders, such as MCCSS, OACAS, caseworkers, program managers, and IT teams, to ensure effective data tracking, compliance, and reporting in alignment with legislative and organizational requirements. NATURE OF POSITION: Translate Business Needs Convert business requirements into technical specifications to guide data analytics and reporting initiatives. Creates and maintains service data related documentation, technical and functional design documents. Requirements & Data Modeling Work with internal and external stakeholders (MCCSS and other agencies) to identify and document requirements for new and existing data analytics, data sets, and reporting projects. Develop and maintain data models that ensure data is accurate, complete, and consistent. Dashboard & Report Development Design, build, test, and maintain Power BI dashboards and reports. Utilize SQL, Cognos, and other Business Intelligence tools to support robust and efficient reporting solutions. Identify and bring forward opportunities to QA team to improve the user experience and response times of dashboards and reports. Research & Analysis Conduct research on industry best practices related to reporting and analytics. Analyze large data sets to address business needs and provide actionable insights. Stay up to date on emerging trends in data analytics and reporting, incorporating new approaches and technologies when beneficial. Stay up to date on new reporting release by Ministry and OACAS. Data Quality & Collaboration Ensure the quality and accuracy of data used in analytics and reporting, identifying and resolving issues as needed. Collaborate with cross-functional teams to identify and implement process improvements, automation, and innovative solutions that boost efficiency and effectiveness. Ability to assess, evaluate and interpret information for data quality. Continuous Improvement Lead initiatives to enhance reporting processes, focusing on automation, efficiency gains, and standardized workflows. For example, working with internal stakeholders to automate data collection and data analysis. Promote clarity, data-driven decision-making, and ongoing enhancements to support organizational objectives. QUALIFICATIONS Education and Experience Bachelor’s degree in Business Administration, Computer Science or Mathematics Minimum of 3 years experience in reporting and data analytics in Ontario, preferably in the child welfare sector Knowledge and Skills Strong analytical skills, with the ability to work collaboratively in teams and translate business requirements into technical solutions Demonstrated experience developing and maintaining data models Demonstrated knowledge of programming language and coding experience Experience in ETL (extract- transform-load) technology and data Warehousing design strategies Knowledge and experience with Microsoft ecosystem (e.g. Azure, SSRS, SSAS, SSIS and SQL Server, Office365, Power BI. Proficiency in IBM Cognos Proficiency in SQL- Write complex SQL queries, functions, triggers, stored procedures Proficiency in Microsoft Power BI, DAX, RLS Proficiency in Microsoft Power Apps- Canvas App and Dataverse App Strong collaboration skills for cross-functional teamwork Strong problem-solving abilities, including the capacity to identify issues and implement solutions Excellent communication skills, capable of effectively conveying complex ideas to both technical and non-technical audiences Preferred: Child welfare experience PAY GRADE: Non-Union Pay Grade 6 ($85,455.52 to $108,300.25) under review HOURS OF WORK 33.75 hours per week Candidates who meet the qualifications are welcome to apply no later than February 25, 2025 by 11:59PM.
