Job Summary The Senior Estimation and Tendering Manager develops the Estimation and Tendering strategic objectives and plans. This role is responsible for developing high-quality winning proposals for existing customers and potential clients and provides support to management during the pre-tender process starting from evaluating/assessing tenders, assessing risk factors to arrive at bid decisions, and estimating all the required material, equipment, and manpower needs to arrive at reliable cost estimates for bidding projects. Job Responsibilities

  1. Oversee the organization’s estimating processes and activities to provide financial support for tenders and project reviews.
  2. Manage effective tendering processes that will result in winning bids and contracts for projects.
  3. Prepare effective budgets that will result in high profit and business continuity.
  4. Provide leadership in the processes of construction cost estimates, valuation of engineering work, and budgets.
  5. Establish and maintain estimating and tendering evaluation procedures.
  6. Study, analyze, and evaluate tender documents to identify risk factors, ensuring compliance with relevant standards and communicating with all concerned departments for overall risk assessment and bid decisions.
  7. Review and finalize project cost estimates prepared by the Estimation Engineer regarding required materials as per the bill of quantities (BOQ), amount of work, and manpower requirements during the tendering phase.
  8. Lead in providing necessary project clarifications/information upon project award to the Project Manager as per the project budget; advise the Project Manager on contractual rights and remedies considered during tendering.
  9. Lead, manage, and direct the Estimation Managers and Managing QS team to achieve winning bids and contracts for projects.
  10. Review CCS (Candy) for estimates of work based on take-offs and productivity information prepared by the Estimation Manager.
  11. Review all tender and estimating documents including Instructions to Tenderers, Contract Conditions, BOQ, Specifications, and Tender Drawings.
  12. Advise the Tender team on further procedures and deploy a particular team for individual tenders.
Job Knowledge & Skills
  1. In-depth understanding of estimation techniques, including cost analysis, quantity take-offs, and risk assessment, to produce accurate project estimates.
  2. Proficiency in tendering processes, including bid evaluation, proposal preparation, and contract negotiation, to secure new business opportunities.
  3. Strong project management skills, including the ability to lead multidisciplinary teams and prioritize tasks to meet tight deadlines.
  4. Excellent communication and interpersonal skills to liaise effectively with clients, subcontractors, and internal stakeholders.
  5. Advanced proficiency in relevant software tools such as estimating software, project management systems, and Microsoft Office suite.
  6. ERP knowledge, preferably SAP functional skills, are a requirement to be successful in this role.
Job Experience Minimum 8 years working experience, with 5 years in a relevant supervisory position; 2 years GCC experience is a plus. Competencies
