Requisition ID 183443 - Posted - Engineering - Saudi Arabia - Tabuk - Fixed term Experience: 20+ years proven experience in quality assurance & quality control. Primary Functions:
  1. Provides strategic leadership and technical, operational, and managerial leadership for successful implementation of project activities.
  2. Oversees the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient Project Quality Assurance.
  3. Acts as point-of-contact for all matters relating to Quality Management on the assigned project.
  4. Provides leadership and support to the Project Team, and liaises with the Head of Quality & Excellence (Client) to ensure consistency of approach and standards.
  5. Develops the Project Quality Management System and creates a Project Quality culture - Right First Time in everything we do, so that there is personal commitment from all team members.
  6. Assigns the day-to-day operational activities and tasks to the Quality Inspection/Auditor team for ensuring the project follows approved contractual specifications.
  7. Reviews Contract Documents such as Project Quality Plan, Inspection Test Plan, Work Inspection Request, Method Statement, Inspection methods, Material Inspection Request, and any other documents with quality risk involved.
  8. Oversees Contractor Quality Control activities and ensures Project Quality Management systems are well established, implemented, and maintained.
  9. Reports and monitors the regular progress of Project Quality Assurance activities and reports to the client on a weekly and monthly basis.
  10. Ensures inspections and tests are executed to the requirements of the contract documents.
  11. Participates in Quality Audits and ensures effective implementation of quality audit programs with respect to the project.
  12. Reviews pretender stage, tender stage, and post-tender stage documents and other deliverables of the contractor along with the client.
  13. Ensures project quality assurance throughout the project life cycle.
  14. Ensures that all construction activities comply with contract requirements and work is performed by good construction practices.
  15. Verifies that materials and equipment incorporated into the project meet contract requirements.
  16. Provides adequate and accurate reports.
  17. Verifies that approved Contractor submittals are available before work is performed.
  18. Develops a quality control system for the project.
  19. Reviews and approves ITPs and QCPs as required.
  20. Ensures that approved ITPs and QCPs are available at the work location before the start of work.
  21. Manages the team of SQI and QI.
  22. Ensures that appropriate quality control staff/inspectors are mobilized to ensure the effectiveness of the inspection process.
  23. Ensures that quality control personnel are competent to do their work.
  24. Coordinates with Project Management for providing adequate work environment and infrastructure.
  25. Conducts quality audits to ensure that an established quality control system is implemented.
Technical Expertise:
  1. Familiarity with a broad range of general construction standards, processes, and nomenclature including testing laboratory protocols and procedures, soils and concrete testing, asphalt paving, structural steel and welding, and general construction observations.
  2. Ability to read and understand construction plans and specifications including identification of errors or redundancies for resolution by others.
  3. Sound knowledge of all construction-related national and international standards.
