Job Purpose To provide Quality, Health, Safety, Risk Management and Business Continuity Support including insurance claims support, advice and expertise to the FM operational teams in client account across the region in accordance with company procedures and agreed objectives. To actively work across the region with Operational Directors and as part of the Senior Leadership team. To lead FM improvement actions (best practice sharing, standardization and implementation) across the region. To ensure service standardization across the region. To ensure alignment of safe systems of work and operational services with APAC QHSE procedures, safety systems and related and to integrate Sodexo safety procedures into operations. To ensure there is successful management of the Quality and Compliance elements in the region and oversee the compliance aspects of the Operational activities carried out by Sodexo on the client account. Accountabilities or “what you have to do”
- Take Regional responsibility to lead FM improvement actions (best practice sharing, standardization and implementation) across the region and ensure service standardization across the region.
- Provide FM improvement actions (e.g., toolkits, value-added service proposal, technology innovations, ESG and DE&I innovations) in the region.
- Actively work with client account lead to facilitate best practice sharing, standardization and implementation.
- When required, lead regional project implementation.
- Take Regional responsibility for Health & Safety policy and for Compliance to all local regulations in consultation with APAC COMPLIANCE for client account facilities.
- In coordination and agreement with APAC QHSE, identify existing policies and good practices in Sodexo operations.
- Identify the key policy and system needs for client account across the region, including risk assessment, materials and equipment procurement and sub-contracted services.
- Identify any relevant global best practices and standards that may be applicable to client account.
- Where required, propose amendments to existing or proposed APAC QHSE policy and systems framework based on the above analysis including compliance aspects for client account operations in consultation with APAC QHSE.
- Discuss proposed site visit schedules with APAC QHSE in advance of making arrangements to ensure no overlaps or gaps and to maintain an up to date travel planner on a shared drive.
- In coordination with the Global EHS Lead and Global Quality and Compliance Lead, implement agreed global policies and procedures.
- Support site based teams to ensure risk assessments (or equivalent) meet legal requirements along with those of client account & Sodexo.
- Work with client account and Sodexo teams to investigate, analyze root-causes and implement corrective actions where EHS and Compliance deficiencies are discovered.
- Work with the teams to devise an EHS plan suitable for the region and monitor performance against the plan, reporting progress monthly.
- Support Business Continuity processes and support testing of Business Continuity Plans.
- In coordination with APAC QHSE, develop tools to support the implementation of QHSE solutions for client account.
- Achieved by identifying potential gaps in existing procedures, systems, tools or related.
- Conduct root cause analysis and propose strategies to close any perceived gaps through the implementation of corrective and preventative actions.
- Consult with APAC QHSE and obtain approval for any proposed procedure, policy or related amendments.
- Prepare detailed Procedures, Safe Working Instructions, Checklists or other which reflect best practices, client requirements or regulatory requirements not being addressed by existing materials.
- Develop related training and communications materials and deliver training to appropriate groups where appropriate.
- Provide technical advice and support in the areas of EHS and Quality/Compliance for the region.
- Monitor the implementation of safe work systems and prepare status reports as appropriate.
- Take Regional responsibility for Health & Safety policy and for Compliance to all local regulations in consultation with APAC QHSE for client account facilities.
- Actively work with client account Director and APAC QHSE Director and Global EHS Lead to determine strategy, approach and resources to deliver results.
- Actively elicit assistance and guidance for country requirements from “in country” QHSE teams and management.
- Continuously seek ways to improve policies, standards and tools to reflect current good practices, changes in legislation, learning’s from incidents, emerging risks and issues etc.
- Liaise with APAC QHSE, SDX Global EHS Lead, and client EHS professionals on an agreed basis.
- Coordinate compliance activities to ensure standards are maintained within Sodexo operations, including suppliers and sub-contractors applicable to client account sites.
- Undertake routine visits and specific inspection/audit visits to operational sites.
- Ensure an annual “full audit” is undertaken at each site and complete the APAC QHSE audit report including the development of action plans to close areas of concern or non-compliance and ensure the true root causes are identified and appropriate corrective and preventative actions are implemented.
- Review all incident reports, ensure the preparation of safety alerts and ensure complete and detailed reporting of all incidents in accord with APAC incident reporting requirements and where applicable client account reporting requirements.
- Ensure all reporting is entered into Salus in line with reporting requirements at a site level.
- Support businesses and countries including providing technical support and advice.
- Embed risk management principles across the region.
- Present quality related topics to senior management.
- Alignment to Global EHS policies, procedures and standards at the client account.
- Support sites to report incidents, near miss and similar events in line with Sodexo requirements and client requirements. Prepare monthly submission for governance reporting in some instances this may necessitate two sets of reporting.
- Results of gaps, non-compliance or other site issues identified via the annual audit are used to develop a site action plan detailing corrective timetable, actions and accountabilities to close such gaps.
- Support FM improvement actions (best practice sharing, standardization and implementation) across the region and ensure service standardization across the region.
- Provide FM improvement actions (e.g., toolkits, value-added service proposal, technology innovations, ESG and DE&I innovations) in the region.
- A program of formal audits undertaken at all sites and full audit reports are completed on a planned basis, using a risk-based approach.
- Development of an induction program that is in line with the Regional SDX & client account policies.
- Support sites to be fully compliant to local regulations.
- Alignment to annual safety focus and compliance plans across all operations.
- A program of safety walks and self-inspections is in place.
- Plan and implement QHSE Standards/procedures for FM (Permit to work, LOTO...), people and food safety.
- Conduct effective training on HSE matters to site managers and employees as needed and maintain complete training records.
- Risk management embedded throughout the region with personnel routinely raising concerns where appropriate and managing through the risk management process where required.
- FM or engineering background with good knowledge of HSE standards as well as compliance in FM industry (FMCG environment would be advantageous).
- Demonstrated ability to define and communicate technical standards, being seen as a credible person capable of working at a regional level.
- Fluency in English – Mandarin is a plus.
- Good organizational/communication skills with excellent operations/client relationship management.
- Able to work remotely and with multiple stakeholders.
- Able to work independently to drive and implement best practice/improvement actions/initiatives sharing across the region.
- Ability to write persuasive and effective reports which clearly define findings and root causes as well as writing concise recommendations and CAPAs.
- Can produce concise information.
- Ability to prioritize, work to tight deadlines, both prescribed and self-imposed.
- Ability to establish and maintain good working relationships at all levels.
- Ability to build client confidence through knowledge and responsiveness.
- Proven recent experience in Health and Safety implementation.
- Broad commercial experience and knowledge of external industry developments/best practice.
- Experience working in a standards/compliance environment.
- Experience with auditing to quality and compliance standards.
- Continuous improvement experience required.
- NEBOSH or equivalent is a plus.
