Grade II Inspector - Exposure Scientist (Chemicals) * Location - The preferred location is Dublin however, assignment to one of the alternative regional locations may be considered. The Authority reserves the right, at its discretion, to change the primary location to any other place within Ireland. The successful candidate will be part of a multidisciplinary team. This role will involve working in the area of risk assessment and management of chemical substances under the REACH Regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals). The role involves evaluating the potential for exposure to workers and consumers from chemical substances proposed for regulatory actions under REACH, based on an understanding of use patterns, and the assessment of measured or modelled exposure data, and the operational conditions and risk management measures. The successful candidate will be responsible for evaluating scientific information and preparing scientific opinions. The following is a non-exhaustive list of key accountabilities for the role include, but are not limited to, the following. Please note that the final set of duties will be assigned on take up of the role. Delivering on Competent Authority functions for REACH at national and EU level. Assesses and develops scientific opinions on chemical substances. Evaluates exposure data and exposure assessments, and assesses the potential for exposure to humans and the suitability of the specified operational conditions and risk management measures. Makes recommendations for the safe use and management of chemicals. Participates in EU fora and working groups as required e.g. ECHA Risk Assessment Committee, including attendance at EU meetings. Reviews and drafts observations on scientific opinions and regulatory proposals circulated by ECHA and/or other Member States. Engages with relevant stakeholders and represents the Authority at meetings with stakeholders and representative bodies as well as in public forums, as required. Maintains good communications with stakeholders e.g. by attending meetings, giving presentations, answering Chemical Helpdesk queries etc. Supporting development and delivery of the Authoritys Strategic objectives, Programme of Work, or leading on development of relevant policies and/or technical innovation, and legislative areas. Develops, maintains and contributes to the development of technical expertise on changing scientific developments. May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and their continuous improvement. Contributing to the management of the safety, health and welfare of staff as set out in the Authoritys safety statement Undertakes such other duties as may be assigned in accordance with the operational needs of the Authority. This role may require EU travel and the successful candidate will be responsible for delivering the evaluation of scientific information and preparation of scientific opinions. Requirements Essential The ideal candidate must be able to demonstrate: Primary degree (NFQ level 8 or equivalent) in Science (e.g. Environmental, Chemistry, Physics) or other appropriate relevant discipline to the role Minimum of three years relevant work experience, with significant experience in human exposure assessment methodologies in a regulatory or industry setting. Possession of a full driving licence (Category B). Demonstrate that they possess the required competencies for the role as set out in Appendix 1 Desirable The following requirements are desirable: Post graduate qualification in science/risk assessment/risk management/exposure assessment/exposure modelling particularly in relation to workers and consumers. Good knowledge and understanding of EU/Irish chemical legislation. Experience in exposure modelling and risk assessment of chemicals for regulatory purposes. Experience in the assessment of operational conditions and risk management measures with respect to worker exposure. Experience in the management of projects and staff.
