We are now looking for Proposal Engineer to our Sales Team to work directly with customer interface, estimates, proposals, bids and negotiations in Abu Dhabi, UAE. Reports To The Sr. Proposal Engineer reports to the Proposal Manager. Job Overview As a Sr. Proposal Engineer at Rejlers International Engineering Solutions, you will be responsible for managing and coordinating the end-to-end proposal development and submission process to clients. Your role encompasses understanding the customer needs, preparing the technical and commercial proposal in line with client’s requirements within the given timeline, and supporting the sales team in all necessary tasks associated with the sales process. Responsibilities and Duties

  1. Understand the customer needs and help explain the technical scope requirement.
  2. Manage and coordinate the entire proposal development and submission process to clients.
  3. Provide end-to-end pre-sales support, ensuring adherence to processes and obtaining necessary approvals.
  4. Review and analyze prospects and present to management its viability for Rejlers.
  5. Develop a comprehensive bid plan with clear roles, actions, and timelines, ensuring on-time submission.
  6. Manage bidding, facilitating effective communication between technical, solution, commercial, and contractual teams.
  7. Ensure quality control of proposal content, solution, costing, and pricing components aligned with client requirements and business goals.
  8. Coordinate the preparation of client presentations and workshops to support deal closure.
  9. Assist in contract/SOW completion, collaborating with internal teams and 3rd party vendors when required.
  10. Assess potential risks associated with the proposed project, such as technical challenges, supply chain issues, or financial risks, and develop strategies to mitigate identified risks.
  11. Ensure compliance with the Company’s Quality, Health, Safety, Environment & Energy standards.
  12. Ensure Sales process compliance within internal approval and Quality gateways.
  13. Present and meet clients and other stakeholders on proposal cases as needed.
  14. Provide additional information or clarifications as requested by the client after the proposal submission.
  15. Gather feedback from clients and internal teams to improve future proposals.
  16. Keep abreast of market trends, competitor strategies, and client needs to refine proposal strategies continuously.
Qualifications & Expectations
  1. Bachelor's degree in Engineering.
  2. A master's degree in engineering, project management, or business administration can be advantageous.
  3. Previous experience executing proposals in Oil & Gas/Petrochemical/Chemical, specifically in Feasibility Studies, Conceptual Design/Basic Engineering & FEED / Detailed Engineering & EPCM Contracts.
  4. Minimum 10 years’ experience in Sales as Inside Sales/Proposal Engineer, Design or Project Engineer. Experience in a similar consultancy firm is highly preferred.
  5. Capable of estimating engineering efforts.
  6. UAE Oil and Gas market knowledge is mandatory; knowledge of other regions will be a value addition.
  7. Excellent Time and Deadline Management skills.
  8. Good communication and relationship building skills.
  9. Ability to effectively communicate with clients, understand their needs, and present solutions.
  10. Solid understanding of contractual terms and conditions.
  11. Precision in preparing technical and commercial documents.
  12. Ability to adapt to fast-paced and often challenging assignments.
  13. Commitment to maintaining high ethical standards, especially in dealings with clients, suppliers, and colleagues.
Preferred Skills & Experience
  1. UAE/ADNOC & Middle East experience.
  2. Fluent in English (Arabic will be an added value).
