Role: Higher Executive Officer (HEO): Socio-Economic Analysis (Chemicals) Client: Health and Safety Authority Locations: Ireland (see candidate information booklet on GetGot) Salary: Starting From: €57,122 Application Method: GetGot Application form only - The successful candidate will be part of a multidisciplinary team and the role will involve supporting the work of colleagues who participate in the European Chemical Agency's (ECHA) Socio-Economic Analysis Committee. This role will involve the socio-economic analysis of the use of various chemicals under the REACH Regulation (Registration, Evaluation, Authorisation and Restriction of Chemicals). The role requires the assessment of various direct and indirect effects associated with the use of hazardous chemicals e.g. health impacts, environmental impacts, economic impacts, employment impacts, other societal impacts. The following non-exhaustive list of tasks are those that the person appointed to this role could be assigned. Please note that the final set of tasks will be assigned on take up of the role. Supporting on Competent Authority functions for REACH at national and EU level. Assisting in the development of scientific opinions on chemical substances. Evaluating socio-economic impacts associated with the use of hazardous chemicals. Participating in EU fora and working groups as required e.g. Advisor to IE experts on the ECHA Socio-Economic Analysis Committee Reviews and drafts observations on scientific opinions and regulatory proposals circulated by ECHA and/or other Member States. Engages with relevant stakeholders and represents the Authority at meetings with stakeholders and representative bodies as well as in public forums, as required. Contributes to the Health and Safety Authority's Annual Programme of Work and Strategic objectives. Develops and maintains expertise in the area of socio-economic analysis. Maintains good communications with stakeholders e.g. by attending meetings, delivering presentations, answering queries etc. May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and their continuous improvement. Contributing to the management of the safety, health and welfare of staff as set out in the Authority's safety statement Undertakes such other duties as may be assigned in accordance with the operational needs of the Authority. This role may require EU travel and the successful candidate will be responsible for supporting the evaluation of scientific information and preparation of scientific opinions Essential Requirements: The ideal candidate must be able to demonstrate: Primary degree (NFQ level 8 or equivalent) in Economics/Economic Science. Minimum of three years relevant work experience Knowledge of the application of economic frameworks and models, experienced in undertaking socio-economic analysis Demonstrate that they possess the skills/ competencies identified as necessary for the role Desirable Requirements: The following requirements are desirable: A recognised post graduate qualification in a relevant area. Experience in project management/staff management. Experience in the area of environmental economics/health economics or related discipline. Knowledge and understanding of EU/Irish chemical legislation. Possession of a full driving licence (Category B).
