Wellington City Council is on track to deliver the most ambitious capital works programme our city has ever seen. The Infrastructure & Delivery group is central to much of this mahi. Sitting within this our Transport and Infrastructure team, who play a key role in delivering critical engineering and infrastructure services to keep Pōneke up and moving. This team plan and deliver the maintenance and renewal works on our transport and infrastructure assets as well as controlling the city's network of traffic signals. They construct and deliver minor improvements and safety projects as well as the larger Transport related projects whilst also holding the Council's regulatory role as the Road Controlling Authority. Āu ake mahi | What you'll do As the ITS Contracts Manager in our Transport and Infrastructure team, you'll make a real contribution to Wellington's transport network and physically see the positive contributions your mahi will have on Pōneke by ensuring the ongoing maintenance, operation and upgrading of traffic signals and other transport assets and systems including SCATS and CCTV are well taken care of. This includes investigation, design, implementation, works coordination, contract management, audit of completed works, checking claims and invoice payments in a timely manner. The ITS Contracts Manager will work with and assist other WCC project managers and Council staff to ensure completion of all traffic signal related activities and provide efficient and cost-effective services to internal and external stakeholders. This position will be required to work outside normal working hours including weekend work as required by the TL - Traffic Operations. This position will perform other tasks as required to respond to the changing demands of the Council and community. Providing support to other Traffic Signals Engineers in aspects of signal, SCATS, Electronic signs, CCTV works, you will also play your part in supporting with traffic monitoring during peak times and for special events. Working closely with various stakeholders, you will help develop and enhance transport network services throughout Pōneke by:
- Providing input into the annual plan process for funding approval of signals, CCTV, Electronic signs and projects.
- Manage work programmes to provide quality services on time and within budget.
- Manage traffic signals, electronic signs, and CCTV contracts to ensure the work is completed on time, to budget and quality standards.
- Ensure all variations and approvals are obtained prior to contractors commencing works. Audit completed works and process claims in a timely manner with accuracy.
- Establish and maintain effective and co-operative internal and external relationships with stakeholders to ensure a fully integrated service is provided.
- Manage all project activities using good practice project management principles ensuring reporting requirements are met, project risks are fully understood and monitored, robust and transparent procurements processes are undertaken, and budget and scheduling expectations are met.
- At least 4 years' experience relevant to the position.
- Knowledge in NZ Legislation pertinent to Local Government e.g. Local Government Act, Resource Management Act, Land Transport Act, Traffic Control Devices Rule, Road User Rule.
- Knowledge of traffic management and engineering relevant to all works on legal roads.
- Project and Contract Management experience.
