***Clarification on SMP Contract: It is Supplementary Manpower service contract job in which prospective applicants are interviewed and salary determined by NEOM interview panel; and being employed under the payroll of SMP Contract (SMP Vendor). Successfully mobilized candidates would be under the visa sponsorship of SMP Vendor Company/Contract. ROLE OVERVIEW NEOM Energy Sector (ENOWA) is looking for an Advisor to lead and manage the delivery of temporary power genset solutions, ensuring seamless delivery within scope, time, budget, and quality standards. The candidate must have extensive experience in overseeing similar projects, particularly in complex environments such as in GCC. Strong interpersonal skills, a proactive approach to problem-solving, and the ability to operate with minimal supervision are essential. ENOWA has multiple customer sites for which Temporary Generation genset solutions are to be designed, constructed and installed across the NEOM region to meet energy demand prior to grid connection. These projects range from green-field construction, the provision of gensets and last mile cabling solution, to de-commissioning Genset assets within the region. The Advisor will be responsible for planning, organizing, executing and successful completion of the projects to ensure they are within scope, schedule and budget. REQUIREMENTS SUMMARY The Operations Manager SMP responsibilities will include, but not be limited to:

  • Overall management of contractor for design, installation and commissioning of the genset solution, including necessary MEP / civil works (e.g. fuel tanks, concrete pads, last mile cabling).
  • Overall management of contractor for Operations & Maintenance.
  • Engage with Design-Build-Operate (DBO) Providers and suppliers of gensets/ last mile cabling solutions (manage key relationships).
  • Support engagements with NEOM Customers/Proponents and with Commercial Hub as required.
  • Works to ensure the projects are fully compliant with NEOM/KSA standards.
The Advisor's responsibilities will include, but not be limited to:
  • Primary responsibility for planning, organizing, executing and successful completion of genset supply projects to ensure successful completion within scope, schedule and budget.
  • Primary responsibility on-site for management and coordination of each contractor.
  • Responsible for maximizing the contractual performance of the program of works, monitoring contractor performance, deliverables and milestones. Review contractor obligations and maintain a tracker showing start and finish dates, obligations, termination clause, and repository of performance bonds if applicable.
  • Responsible for genset technology identification, assessment and selection (including opportunities to provider greener solutions in line with NEOM Environment directives).
EXPERIENCE & QUALIFICATIONS Knowledge
  • Deep and practical understanding of the technical and engineering aspects of waste processing technology such as waste to energy, advanced thermal treatment and processing.
  • Preparation of executive level reporting and related presentations.
  • Demonstrated knowledge, expertise and implementation of best practice in the solid waste management industry.
  • Understanding of the development, planning and delivery of integrated solid waste management services.
  • Understanding of conventional solid waste in-house or contracted service delivery models.
  • Understanding the use of technological solutions within waste management services.
  • Understanding of proven and developmental recycling, treatment and disposal technologies to develop sustainable services to enable and support a circular economic model of delivery.

Experience
  • 10+ years of relevant professional experience.
  • A track record in project management of mid-to-large Capex and Opex Generation projects.
  • Working at a senior manager level within a complex organization to secure commercial outcomes as directed and required.
  • Building positive relationships with various stakeholders and their expectations.
  • Manage and interact with functional units as well as vendors, suppliers and contractors.
  • The internal processes and machinations within NEOM (standards can be developed once on board).
  • Multi-tasking to manage many work-fronts with different stakeholders.
  • Outstanding English language skills, both orally and in writing.

Qualifications
  • Degree in relevant field (electrical engineering).
  • Project Management professional qualifications are preferable.
