HR Centre of Excellence Senior Specialist | Riyadh, Saudi Arabia The Company: New Semi Government Entity About the Role: Enhance HR practices and ensure alignment with the organization's mission, goals, and priorities. Play a pivotal role in enhancing HR practices, aligning with organizational goals, and ensuring positive employee experiences and driving organizational success. KEY ACCOUNTABILITIES & ACTIVITIES

Organizational Development (OD)

  1. Develop and manage all HR policies and procedures to uphold HR governance principles.
  2. Design and maintain company organization structures across all functions (HQ and branches), in line with operating models and best practices.
  3. Develop and maintain job families and use them to build career paths with consistency across job families.
  4. Develop job descriptions by conducting job analysis across all functions to identify required functional needs, competencies, and accountabilities.
  5. Design and manage company workforce planning model and system.
  6. Collect and analyze the company's workforce data and continuously assess alignment with the workforce plans.
  7. Review and approve the workforce plans prepared for the branches and consolidate.

Learning & Development (L&D)

  1. Develop and manage Learning & Development policies and procedures to uphold HR governance principles.
  2. Develop and monitor learning and development projects.
  3. Continuously analyze the regulations requirements and identify the resulting employees development requirements.
  4. Build company-level learning and development programs based on the training needs analysis.
  5. Design technical curriculums to enable smooth progression of technical development.
  6. Design non-technical competencies curriculums to enable unified improvement and high-quality progression of leadership and core competencies development for all employees.
  7. Design, refresh and continuously improve the catalogue of e-learnings proposed to the employees through the e-learning portal.
  8. Oversee the development and roll-out of e-learning solutions and ensure their alignment with development needs and objectives.
  9. Monitor performance of e-learning platform and use feedback from business partners on delivered trainings to make improvements/enhancements.

Compensations & Benefits (C&B)

  1. Conduct job evaluation to determine relative job weights.
  2. Develop the grading structure and define company job architecture (HQ and branches).
  3. Develop the salary grid for all employees.
  4. Articulate company reward strategy ensuring internal equity and appropriate linkages with performance and desired culture.
  5. Analyze company salary structure and associated pay mechanisms on a regular basis in order to ensure they are market competitive and in line with best practices.
  6. Define, manage and administer all company employees' annual salary increments while ensuring alignment with performance.

Performance Management

  1. Develop and manage Performance Management policies and procedures to uphold HR governance principles.
  2. Design and develop company performance management system (PMS), including key metrics, parameters, etc.
  3. Manage objectives and KPI setting across all company functions in line with the PMS.
  4. Manage and monitor the performance management cycle and generate performance reports on a regular basis.

Talent Management

  1. Define the talent sourcing and acquisition strategy, including the referral programs, talent attraction mechanisms, graduates and students employment programs, internship programs, partnership with universities and professional training bodies, etc.
  2. Set up the career paths for the company (HQ and branches) in alignment with the Job Families and the organization's strategies.
  3. Define career moves criteria and conditions and ensure their good linkages with employees lifecycle.
  4. Provide guidance and expertise on the activation of career moves for executives and special cases.
  5. Build the talent mobility policies (eligibility, mobility modes such as rotation, secondment, etc) in alignment with the career paths.
  6. Develop talent mobility plans for the HQ and the branches.
  7. Define the promotion policies (criteria, conditions) and procedures (steps, promotions committees, decision, communication).
  8. Lead the promotion process for the HQ and the branches and monitor the effectiveness of the promotions.
  9. Set up the succession planning framework across the company.
  10. Identify critical roles for success across the company.
  11. Assess potential and performance to determine readiness for succession.
  12. Monitor the implementation of succession plans.

Employee Experience Enhancement and Change Management

  1. Design and implement initiatives to enhance employee engagement and satisfaction.
  2. Develop programs related to employee recognition, wellness, and work-life balance.
  3. Foster a positive and inclusive workplace culture.
  4. Support organizational change initiatives.
  5. Communicate changes effectively to employees.
  6. Mitigate potential risks during transitions.
  7. Work closely with HR Business Partners, Talent Acquisition, and other COEs.
  8. Engage with senior leadership to align HR strategies with business goals.
  9. Build strong relationships with internal and external stakeholders.
Knowledge and Experience & Education: A minimum of 5 years of experience is required, and in a role of similar discipline/capacity is mandatory. Bachelor's degree in HR, Business Management, Business Administration Management, or any business-related discipline. Excellent in English. #J-18808-Ljbffr
