Job Purpose The Recruitment Manager is responsible for identifying, attracting, and hiring the most qualified talent to support the success and growth of HanmiGlobal Saudi. This department ensures that the organization has a skilled and diverse team to execute projects effectively and in compliance with industry practices. Duties And Responsibilities
Talent Acquisition Strategy Development
- Develop and implement recruitment strategies, policies, and processes that reflect organizational values and goals.
- Establish recruitment timelines and targets.
- Build a pipeline of potential candidates by utilizing multiple sourcing techniques.
Job Analysis and Description
- Collaborate with project management teams to identify current and future staffing needs.
- Develop and maintain comprehensive job descriptions for all required positions.
- Review and update existing job requirements and descriptions to reflect industry standards and changing needs.
Candidate Sourcing
- Leverage various recruitment channels, such as social media, job boards, professional networks, agencies, and job fairs.
- Build strong relationships with colleges, universities, training institutions and agencies to attract candidates.
- Engage in active headhunting for critical and hard-to-fill positions.
Applicant Screening and Interviews
- Review incoming applications to ensure they meet the basic requirements of the position.
- Conduct phone screens and initial interviews to determine candidates suitability and interest in the role.
- Coordinate and facilitate interviews with relevant team members, and clients as required.
Background Verification
- Perform thorough background checks, including criminal records, education, employment, and reference verifications.
Offer Negotiation
- Negotiate and present job offers in alignment with company budget and compensation guidelines.
Recruitment Metrics and Reporting
- Maintain detailed recruitment databases.
- Track and analyze key recruitment metrics such as time-to-fill, cost-per-hire, and employee retention rates.
- Track agency performance.
- Regularly report recruitment progress, challenges, and successes to management.
Equal Employment Opportunity Compliance
- Promote diversity, inclusivity, and equal employment opportunity throughout the recruitment process.
- Ensure all processes are compliant with local laws regarding EEO, fair labor practices, and other related regulations.
Continuous Improvement
- Stay current on industry trends, best practices, and changes in labor laws.
- Identify areas for improvement within the recruitment process and implement relevant changes as necessary.
Team Management and Development
- Supervise and mentor recruitment team members, providing regular feedback and performance evaluations.
- Foster a positive work environment that encourages collaboration, creativity, and professional growth.
- Perform related duties as assigned by Line Manager.
- Maintain compliance with all company policies and procedures.
- Bachelors degree in Human Resources, Business Administration, or a related field.
- Proven experience as a Recruitment Manager or in a similar role, preferably in the construction or project management industry.
- In-depth knowledge of recruitment best practices, employment laws, and industry standards.
- Certification in Human Resources (e.g., PHR, SPHR) is highly desirable.
- Understanding of construction project management roles and requirements.
- Familiarity with various recruitment channels, sourcing techniques, and applicant tracking systems.
- Knowledge of job analysis and description development.
- Background in conducting thorough background checks, including criminal records, education, employment, and reference verifications.
- Understanding of offer negotiation principles and compensation guidelines.
- Proficient in maintaining recruitment databases and tracking relevant metrics.
- Familiarity with equal employment opportunity (EEO) compliance and fair labor practices.
- Exceptional interpersonal and communication skills.
- Strong organizational and time-management abilities.
- Proven ability to develop and implement effective recruitment strategies.
- Proficiency in leveraging various recruitment channels, including social media, job boards, and professional networks.
- Excellent interviewing and candidate assessment skills.
- Negotiation skills and the ability to present job offers effectively.
- Analytical skills to track and analyze recruitment metrics.
- Knowledge of diversity and inclusion practices in recruitment.

- Team management and mentoring skills to lead and develop the recruitment team.
- Proficiency in using HRIS (Human Resources Information System) and other relevant tools.
