Job Title: Contract & Procurement Manager

Location: Riyadh, KSA Package: 55,000 + Package Req: Western Educated, Fluent in Arabic

Job Purpose

The Senior Procurement Manager will lead and manage procurement services at a program level, overseeing new contracts, purchase orders (PO), and renewals within the company. This role will involve close collaboration with clients and internal cost management teams to execute procurement strategies that meet program delivery schedules and align with client requirements. The ideal candidate will ensure compliance with procurement policies while driving process improvements and efficiency across the organization.

Key Responsibilities

  • Lead the procurement process for all program-related contracts, POs, and renewals, ensuring timely and cost-effective sourcing of goods and services.
  • Develop and implement procurement strategies that align with program objectives, ensuring the seamless integration of these strategies within client requirements.
  • Collaborate closely with project managers, cost management teams, and clients to support program delivery while minimizing procurement risks.
  • Oversee and manage vendor negotiations, contract management, and supplier performance to ensure the best value and compliance with legal and ethical standards.
  • Identify opportunities for process improvement within procurement activities and implement initiatives that enhance efficiency and cost control.
  • Ensure full compliance with procurement policies, standards, and regulations while mitigating any procurement-related risks.
  • Manage relationships with key stakeholders, ensuring a strong alignment of procurement activities with the overall business strategy.

Qualifications, Knowledge & Skills

  • Bachelor's Degree in Industrial Engineering, Civil Engineering, Construction Management, Supply Chain Management, or a related field.
  • MCIPS (Member of the Chartered Institute of Procurement & Supply) or equivalent certification is required.
  • A minimum of 15 years of experience in procurement, with at least 5 years in a senior procurement role with ERP knowledge.
  • Strong experience in the GCC region with a minimum of 5 years in procurement, ideally within large-scale programs or construction projects.
  • Proven ability to implement process improvement initiatives and streamline procurement processes.
  • Strong negotiation skills and experience in contract management.
  • Ability to work collaboratively with cross-functional teams and manage multiple stakeholder relationships.
  • Knowledge of procurement policies and legal compliance requirements.

Preferred Candidate

  • Candidates with prior experience in the GCC region.
  • Fluent in Arabic and Western Degree Qualified
