Job Overview: The HSE Lead will be responsible for overseeing the Health, Safety, and Environmental (HSE) management of a large-scale infrastructure stadium project. The role requires strong leadership and technical expertise to ensure that all construction activities are carried out in full compliance with health, safety, and environmental regulations, as well as company standards. Key Responsibilities:

HSE Leadership & Management:

  1. Lead the HSE team on-site and ensure adherence to project-specific safety, health, and environmental policies and procedures.
  2. Act as the primary point of contact for all HSE-related matters.
  3. Provide HSE guidance and training to project staff and contractors.
  4. Monitor and report on HSE performance through regular audits, inspections, and safety assessments.

Risk Management:

  1. Identify, assess, and mitigate risks associated with the stadium infrastructure project, including construction, equipment, and environmental hazards.
  2. Develop and implement risk management plans, including emergency response protocols.
  3. Ensure proper hazard identification and risk assessments (HIRA) are conducted for all project activities.

Compliance & Documentation:

  1. Ensure compliance with all relevant local, national, and international HSE regulations, standards, and codes of practice.
  2. Maintain up-to-date documentation related to safety audits, inspections, incident reports, and HSE compliance records.
  3. Prepare regular HSE performance reports for senior management and regulatory authorities.

Incident Management:

  1. Oversee the investigation of any accidents or incidents that occur on-site, ensuring timely and thorough reporting.
  2. Implement corrective and preventive actions to avoid recurrence of incidents.
  3. Conduct root cause analysis of incidents and follow-up on actions taken.

Training & Awareness:

  1. Develop and deliver safety induction programs for all new site workers, contractors, and subcontractors.
  2. Organize ongoing safety awareness campaigns and toolbox talks.
  3. Ensure that all personnel are trained and competent in HSE requirements specific to the project.

Environmental Protection:

  1. Monitor and ensure compliance with environmental regulations and sustainability standards throughout the project.
  2. Develop and implement environmental impact mitigation strategies, including waste management and pollution control.
  3. Ensure that environmental monitoring is conducted and that corrective measures are taken when necessary.

Coordination with Stakeholders:

  1. Collaborate with the project manager, subcontractors, and other departments to ensure HSE objectives are aligned with overall project goals.
  2. Work closely with regulatory bodies and third-party safety auditors to maintain compliance and improve HSE performance.

Continuous Improvement:

  1. Analyze HSE performance data and identify areas for continuous improvement.
  2. Lead the implementation of new safety initiatives and best practices to enhance overall project safety culture.
Qualifications & Experience:
  1. Education: Bachelor's degree in Environmental Health and Safety, Engineering, or related field. NEBOSH, IOSH, or equivalent certifications are highly desirable.
  2. Experience: Minimum of 7-10 years of HSE experience in large-scale infrastructure or construction projects, with at least 3 years in a leadership role. Proven experience in HSE management on stadium or sports facility projects is an advantage.
  3. Knowledge: Deep understanding of HSE regulations, standards, and codes relevant to construction and infrastructure projects. Familiarity with project-specific safety requirements related to stadium development.
  4. Skills: Strong leadership, communication, and team management skills. Ability to conduct thorough safety audits and inspections. Proficient in HSE software and reporting tools.
Working Conditions:
  1. On-site position.
  2. Ability to work in a fast-paced, high-pressure environment with fluctuating work hours depending on project deadlines.
