For more information, visit Country Management Unit Context The World Bank’s Gulf Cooperation Council (GCC) Country Management Unit (CMU) is the principal liaison between the World Bank and the six Arab States of the GCC, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The GCC Country Department manages the relationship with the GCC countries and GCC regional development organizations, working closely with the WBG technical departments to provide advisory and technical services. The GCC Country Department is managed through four offices: a Regional Office in Riyadh, KSA, a Country Office in Kuwait, a Country Office in Abu Dhabi UAE, and an HQ unit in the World Bank HQ in Washington, D.C. The Analyst will join the Regional World Bank Group Office in Riyadh, a vibrant regional office that manages a growing portfolio of advisory and knowledge services, working in close partnership with government and private sector institutions in Saudi Arabia and the GCC countries. The office houses a diverse team of local and international sector specialists and operations support staff. The World Bank team includes a Program Manager, Program Leaders that represent the four World Bank Verticals (Prosperity, Planet, People, Infrastructure/Digital), a Senior Knowledge Officer, and a Senior Communications Officer for the World Bank. The office also includes a team from the International Finance Corporation (IFC) and the Multilateral Investment Agency (MIGA) – working together with the World Bank as one World Bank Group team. The office manages a wide array of strategic and results-oriented activities that support the achievement of the Vision 2030 and the government’s longer-term goals. Roles & Responsibilities The Analyst reports to the Program Manager in Riyadh. S/he will be a key member of a growing Country Office (CO) that includes resident staff mapped to Global Practices (GPs), as well as staff working on RAS operations, resource management, IT, external affairs, and administration. S/he will be part of the GCC Operations Team (OT) that supports GCC operational work across the six countries, in addition to tasks in the CO that s/he is based in. Specific duties and accountabilities include the following:

  1. Undertake research and analytical tasks on specific country issues, maintain informational database to assist the TTLs and task teams with regular country monitoring notes and updates; draft sections of briefing materials on the status of the country program and project issues for the WBG Annual and Spring Meetings, as well as for management visits and other purposes; and prepare materials for periodic portfolio reviews and country team meetings.
  2. Undertake technical tasks to selected WB Verticals in support of RAS programs.
  3. Interact with country and task team members, and the respective government agencies in the formulation and implementation of documents related to strategic cooperation with the government; prepare inputs into business plans, work program agreements, mid-year reviews, etc.; review and screen relevant reports for consistency with the country RAS program, in coordination with the Operations Officer (OO).
  4. Regularly generate a portfolio report to support portfolio monitoring.
  5. Work closely with the Operations Manager and Program Leaders as well as Resident Representatives (RRs) to undertake portfolio monitoring, analyze operational data and provide regular and ad-hoc reports to the management on the status of the country program. Identify issues and raise concerns regarding the overall portfolio quality.
  6. Coordinate with Resource Management staff to ensure accuracy of data (budget and expenses) in the institutional information systems.
  7. Assist in the monitoring and evaluation of the overall RAS country portfolio performance as well as in monitoring and managing individual activities in the portfolio.
  8. Contribute to specific operational and technical activities at all stages of the project design and implementation, including participation in the development of the concept notes, facilitating communication between the Bank’s task teams and counterpart agencies, follow up on agreements, reviewing budget planning, monitoring use of funds and assisting with client billing.
  9. Support visiting missions by scheduling and participating in meetings with government agencies and maintaining records of meetings to help with drafting aide-memoires and other correspondence with the government, in coordination with the OO.
  10. Conduct follow-up discussions with client representatives on selected problems and issues identified by the TTLs and task teams, in coordination with the OO.
  11. Analyze projects at completion, comparing actual results with those projected at the concept note stage.
  12. Provide back-up duties for those lacking Operational coverage in countries by participating in dialogue with clients, joining kick-off/ wrap-up meetings, and informing the OT member responsible for the PG of the main messages and conclusions.
  13. Perform other tasks as reasonably requested by the Operations Manager/RRs.
Selection Criteria
  1. The position requires a motivated applicant, with at least 2 years of work experience after Master’s degree. S/He will have to demonstrate experience with using networks for collaboration in both operations and knowledge management.
  2. Project Management - Understands the basic concepts of project management, as they relate to the execution of tasks within a project.
  3. Data Collection and Management - Demonstrates use of this competency.
  4. Has basic knowledge of Bank Instruments, Policies and Procedures.
  5. Portfolio Management - Assists and/or organizes portfolio reviews.
  6. Client Orientation - Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.
  7. Drive for Results - Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.

The Successful Candidate Will Have
  1. MA/MS in a relevant discipline (e.g., economics, finance, business administration, social sciences, or other field related to development) OR Equivalent combination of education and experience.
  2. Minimum years for relevant experience: 2
  3. Knowledge of the GCC country context is a plus.
  4. Knowledge and experience in applying the World Bank or other international and governmental agencies operational processes and procedures, as well as a well-developed understanding of specific country issues.
  5. Ability to perform effective portfolio monitoring and reporting, e.g. monitoring the implementation of projects under execution; monitoring the progress of country strategy; regularly preparing and reviewing progress reports, identifying and following up on issues, participation in supervision missions.
  6. Ability to participate in country-focused missions, under the guidance of the respective mission leader and independently carry out assigned tasks.
