Job Summary The Estimation and Tendering Manager manages the organization’s estimating processes and activities to provide financial support for tenders and project reviews. Effectively manage the Sr. Estimation Engineer and Estimation Engineer to smooth the process of the Tendering and Budgeting activities. This position also establishes and maintains estimating department evaluation procedures. He/she builds effective working relationships internally and externally with relevant stakeholders to ensure that estimating function deliverables are delivered in the best interest of the organization. Job Responsibilities

  • Manages effective Estimating/Team Management that will result in winning bids and contracts for projects.
  • Facilitates budget preparation that will result in high profit and business continuity.
  • Provides leadership in processes of construction cost estimates, valuation of engineering work, and budgets.
  • Manages continual review and improvement in the operation of the estimating management system in collaboration with the team.
  • Ensures compliance with the IMS Systems and Procedures.
  • Supports the Tendering & Estimation Manager for detailed Tendering and Estimating Procedures and updates periodically (as required) for PAS 999 Audit via Integrated Management System.
  • Contributes to construction projects’ risk assessment.
  • Ensures the financial submission and contract documentation.
  • Manages the review and update of the scoping and estimating system within the organization to ensure the delivery of an estimating process that meets the requirements set by the organization for the estimating system by producing estimates that are accurate to the degree specified and within the required time while verifying the data in the estimating system to ensure its validity, accuracy, and currency.
  • Reviews CCS (Candy) estimates of work based on take-offs and productivity information prepared by Sr. Estimators/Estimators.
  • Studies all Tender documents including Instruction to Tenderers, Contract Conditions, BOQ, Specifications, and Tender Drawings.
  • Manages continual review and improvement in the operation of the estimating management system in collaboration with the team to ensure that the estimating system efficiently delivers cost estimates and achieves the purposes set by the organization.
  • Reviews Tender Appraisal with a brief description of Scope of work, Key dates, project details, Commercial & Contract conditions, Insurance requirements, Competition list, etc.
Job Knowledge & Skills
  • Knowledge in resource planning, detailed estimate rate calculations, etc.
  • Experience in Cost estimating packages such as CCS (Candy) will be a distinct advantage.
  • Extensive knowledge in MS Word, MS Excel, PowerPoint, AutoCAD, QS related Software & Web search/Internet.
  • Experience with ERP systems is preferred.
  • Knowledge of local material rates, labor gang productivities, and subcontractors.
  • Detailed knowledge of construction contractual matters as well as quantity surveying methods, techniques, and tools for contracting.
  • ERP knowledge, preferably SAP functional skills, are a requirement to be successful in this role.
Job Experience
  • Minimum 12 years of total experience.
  • 5 years of industry-related experience.
  • A minimum of 4 years in GCC is preferred.
  • Preferred local hire with NOC documents, salary between 22,500.
