Company: Zakat, Tax and Customs Authority Jobholders at this level carry out specific tasks independently but are subject to close supervision. They research, collect and analyze information, draft reports and documents, participate in specific meetings and develop their own professional expertise. They undertake simple operational activities including conducting preliminary assessments on individual taxpayers, evaluating financial information and gathering and consolidating enforcement cases to communicate with taxpayers on legal and compliance obligations within approved policies and procedures.

Filing Enforcement Planning

  1. Develop lists of shortlisted taxpayers for enforcement along with the needed inputs and assessment to minimize foregone revenue resulting from undeclared taxes.
  2. Develop early enforcement plans and uniform measures by taxpayers’ type and category to allocate various statutory tools and streamline efficiency.
  3. Study and review ZAKAT returns to determine whether claimed tax credits and deductions are in compliance with ZATCA’s policies, rules and regulations and escalate non-compliant taxpayers for decision making.
  4. Conduct profiling activities for non-filing taxpayers (risk status, filing history, etc.), study and assess cases and enclosed documents (invoices, financial sheets, etc.), ensure adherence to predefined criteria to recommend needed enforcement action/measure.
  5. Perform independent field audits and investigations of income tax returns, review supporting documents to verify the legality of information provided and amend tax liabilities accordingly.
  6. Review and analyze abnormal tax evasion returns, reassess data and figures and coordinate with internal functions to advise on needed actions.
  7. Review and analyze Zakat & Tax delinquent files, analyze financial status and capabilities and collaborate with Zakat & Tax Collection and Installments & Guarantees functions on recommended course of settlements.
  8. Confer with taxpayers or their representatives to discuss the issues, laws, and regulations involved in returns and to resolve misconceptions.
  9. Process and study taxpayers’ declarations’ complaints via CRM and provide the appropriate directions to minimize objections.
  10. Develop reports and statistics on enforcement cases (types, segments, risk drivers, age of debt, maturities, etc.) to depict patterns and trends, and facilitate decision making in channeling enforcement efforts.
  11. Perform data entry on related systems to document taxpayers’ records and ensure storage of taxpayers’ information in a preserved manner to facilitate accessibility and future use.

Communication and Support

  1. Coordinate with ground force inspection teams for non-responsive taxpayers and ensure application of enforcement measures in line with ZATCA’s policies, procedures, and standards.
  2. Provide support in objections and appeals settlements in coordination with Legal, Compliance, AMANA and Diwan.
  3. Communicate with ZATCA’s internal departments to provide assistance and information related to taxpayers’ returns.
  4. Cooperate with taxpayers through different channels (contact center, account managers, etc.) in order to request clarifications and collect additional data needed for effective declarations and refunds.
  5. Participate in developing enforcement campaigns in order to maximize taxpayer awareness on national rules and regulations.

Organization and Operations

  1. Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner.
  2. Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner.
  3. Escalate complex problems to the relevant person to ensure cases/issues are closed properly.
  4. Perform other duties as requested.

Minimum Qualifications

Bachelor’s degree in Business Administration or equivalent is required.

1 year of relevant experience.
