This position is not currently funded and is contingent upon funding to Amentum. At this time, Amentum is seeking candidates to fulfill contingent roles. The expected award timeframe is Fall 2025. We are seeking a skilled and experienced Procurement Specialist to support FDRMC in Manama, Bahrain, responsible for initiating, processing, and tracking material requirements to support continuous and emergent maintenance for ships homeported in Bahrain. This role primarily supports Codes 300 (Waterfront Operations) and 500 (Logistics Department), by procuring Government Furnished Material (GFM) needed for depot-level maintenance. The candidate will need to ensure that materials are ordered and delivered in alignment with the maintenance schedules and timelines set by the ship repair divisions.
Essential Responsibilities:
- Material Procurement: Work with local and international civilian suppliers to locate and order material not available within the Navy stock system. Analyze procurement alternatives and refine strategies to meet US Navy specifications.
- Program Effectiveness & Improvement: Assess procurement program effectiveness and recommend improvements to optimize efficiency and reduce costs.
- Coordination & Problem Resolution: Coordinate procurement efforts and resolve logistics or resource problems with other agencies and private industry representatives.
- Inventory & Tracking Management: Maintain and track material inventory using procurement systems, including stock on order, in-route, on-hand, and used materials. Monitor stock levels and initiate orders when thresholds are met.
- Financial Management & Reporting: Maintain records of material costs and funds expended and prepare post-maintenance availability reports on material usage and associated costs. Ensure that funds are secured through Finance for material procurement.
- Quotation & Cost Estimates: Request quotations from vendors for open purchase materials, gather cost information on items with National Stock Numbers, and prepare material cost estimates for maintenance availabilities.
- Briefing & Presentation: Prepare and present material-related briefings to the Chain of Command, representatives from other agencies, and private industry stakeholders.
Minimum Requirements:
- Experience in material procurement, including familiarity with military or government procurement procedures.
- Basic knowledge of ship maintenance processes and material specifications.
- Proficiency in using various Naval supply systems such as NAVSUP One Touch, AIM, MAT, MRQT, MFOM, NMD, HIS Haystack, and PIEE.
- Ability to read and interpret ship design drawings and technical documentation.
- Strong written and oral communication skills for preparing technical reports, briefs, and correspondence.
- Ability to analyze material sourcing data and ensure vendor compliance with regulatory standards.
- Familiarity with the Government Purchase Card (GPC) program and willingness to serve as an alternate GPC holder.
- Must have an active secret US government clearance. Note: US citizenship is required to maintain a secret clearance.
Preferred Qualifications (not required):
- In-depth knowledge of material procurement systems and processes.
- Prior experience with procurement strategy development, particularly in a Navy or military setting.
- Expertise in applying procurement principles, concepts, and practices.
- Strong judgment and initiative in adapting guidelines and developing new material procurement strategies.
