Hours: Full-Time Contract: Permanent Location: Berlin The International Institute for Strategic Studies (IISS) is a world-leading think tank which examines issues of global security, political risk and military conflict. As well as its headquarters in London, the IISS has offices in Berlin, Manama, Singapore and Washington DC. We are seeking to appoint the next Head of our Strategy, Technology and Arms Control (STAC) programme in our IISS-Europe Office. The role is based in Berlin, reporting to the Director, Defence, Technology and Future Conflict. Complementing other IISS programmes, the STAC programme seeks to provide balanced and objective assessments of the impact of rapid shifts in the international balance power and technological advancements on deterrence, proliferation and arms control challenges in order to assess policy options. The successful candidate will be an analyst of world-class calibre with excellent managerial, writing and presentational skills, professional knowledge of the theory and practice of deterrence, arms control, and proliferation challenges and an interest in the impact of modern technology on these fields obtained through academic, think-tank, business, media or government experience, and will have an entrepreneurial approach to research activity.

Key Duties/Responsibilities

  • Lead and grow activities of the STAC programme through effective stakeholder engagement, including with governments and the private sector;
  • Develop and nurture a supportive environment for junior staff through effective leadership and management;
  • Lead STAC fundraising efforts with governments, foundations, private corporations and support general fundraising activities of the IISS;
  • Regularly produce high-impact, policy-relevant research, including in IISS flagship publications and other forms of dissemination;
  • Provide authoritative specialist briefings on STAC related issues for expert audiences, including corporate and government leaders;
  • Contribute to cross-cutting IISS research, outreach and fundraising activities;
  • Represent the IISS at STAC-related international conferences and workshops or other events; and
  • Participate in IISS events, where required.

Requirements

The successful candidate will have:
  • Minimum of a Master’s degree in a relevant subject;
  • Excellent managerial, writing and presentational skills;
  • Deep knowledge of deterrence, arms control and proliferation challenges obtained through academic, think-tank, business, media or government experience;
  • Entrepreneurial approach to research activity and proven fundraising experience;
  • Experience of scheduling and resource management;
  • Experience of line management, both face to face and with international/remote staff;
  • Strong networking and relationship-building skills, and a confident, capable approach to working with internal stakeholders at all levels; and
  • Excellent project management and negotiation skills.

Remuneration

Salary will be commensurate with skills and experience, and will equate to Level E15 of the Wage Agreement for the German Public Service (TVöD). More information about the IISS is at .
